Δελτίο τύπου Ρόδος Αξιών
Κε Πρόεδρε, Κε Δήμαρχε Κες και Κοι,
Από τα στοιχεία της εισήγησης προκύπτει ότι οι συνολικές πληρωμές του Δήμου
ανέρχονται στα 84,38 εκατ. Οι συνολικές εισπράξεις στα 74,49 εκατ. συν τα διαθέσιμα της
αρχής 55,321 εκατ, το σύνολο διαμορφώνεται στα 129.819 εκατ. Αναιρουμένων των
πληρωμών 84.385 εκ το νέο διαθέσιμο ανέρχεται στο ποσό των 45.425 εκατ.
Χαρακτηριστικά στοιχεία : οι αμοιβές αποτελούν το 39% των εξόδων, οι επιχορηγήσεις
ανέρχονται στο 61,56% των εσόδων και οι φόροι και λοιπά έσοδα στο 35%,τα δάνεια
αγγίζουν τα 27 εκατ, οι ανείσπρακτες τα 62.624 εκατ και οι βραχυπρόθεσμες υποχρεώσεις,
συμπεριλαμβανομένων των υποχρεώσεων δανειοδότησης τα 15.811 εκατ. Διαχείριση
όπως ομολογείται ικανοποιητική αλλά με ανάγκη βελτιωτικών μέτρων.
Διαφαίνεται λοιπόν άμεση εξάρτηση από την κρατική επιχορήγηση, μειωμένη είσπραξη
απαιτήσεων (κάτι το οποίο ωστόσο ίσχυε και τα προηγούμενα έτη!-πολλώ μάλλον σε
περίοδο covid) και ανάγκη ουσιωδών παρεμβάσεων .
Βασικές παράμετροι η μείωση λειτουργικού κόστους και η ισορροπία εσόδων.
• Ο εξορθολογισμός των λειτουργικών δαπανών του Δήμου καθώς και η αύξηση των εσόδων
.
• Αποτροπή αναπαραγωγής χρεών και βελτίωση της οικονομικής ισορροπίας.
• Η αναπτυξιακή ώθηση του Δήμου μας και η δημοσιονομική αναδιάταξη αυτού.
‘Ένας από τους δημοσιονομικούς κινδύνους που μπορεί να επηρεάσουν την οικονομική
διαχείριση του Δήμου είναι η μείωση των εσόδων, από όποια πηγή αυτά και αν
προέρχονται, οδηγεί στο μονόδρομο τα έσοδα αυτά να εξαρτώνται αποκλειστικά από την
αύξηση ανταποδοτικών ή άλλων τελών ή εν γένει των άλλων επιβαρύνσεων των δημοτών.
Και ιδίως όταν τα έσοδα βασίζονται κυρίως στις επιχορηγήσεις.
Άρα οι παρεμβάσεις του Δήμου μας θα πρέπει να είναι έχουν συγκεκριμένη στόχευση,
αφού είναι απαραίτητο να τεκμηριωθεί και να ποσοτικοποιηθεί η εκτιμώμενη
αποτελεσματικότητά τους, αλλά κυρίως να εξειδικευτεί η επίδρασή τους στον
προϋπολογισμό.
Τα μέτρα βελτίωσης των εσόδων , εκτός από την αύξηση δημοτικών τελών την οποία δεν
συζητάμε, θα μπορούσαν ενδεικτικά, να αφορούν :
Καταμέτρηση και βεβαίωση του συνόλου των καταναλώσεων νερού που δεν έχουν
βεβαιωθεί και κυρίως δεν έχουν εισπραχθεί (ΔΕΥΑΡ).
Διακανονισμός των οφειλών των δημοτών για την διευκόλυνση αυτών.
Βελτίωση της εισπραξιμότητας των απαιτήσεων από τρίτους.
Ελεγχόμενη στάθμευση και αλλα.
Μέτρα εξορθολογισμού των δαπανών θα μπορούσαν, ενδεικτικά, να είναι :
Εφαρμογή ενός ολοκληρωμένου σχεδίου διαχείρισης καθαριότητας και απορριμμάτων.
Λύση μισθώσεων ακινήτων και μεταφορά των υπηρεσιών του Δήμου σε ιδιόκτητα
ακίνητα, στα δε υπόλοιπα μίσθια να γίνει μείωση των μισθωμάτων.
Ενεργειακή αναβάθμιση του Δημοτικού Φωτισμού, με εξοικονόμηση ενέργειας και
μείωση των δαπανών λειτουργίας και συντήρησής του, με αναβάθμιση του Δικτύου
Δημοτικού Φωτισμού.
Καταγραφή, παρακολούθηση, διαχείριση και αξιοποίηση των κτιριακών υποδομών και της
λοιπής ακίνητης περιουσίας του Δήμου μας. (αυτή που βρίσκεται στην κυριότητα του και
αυτής που βρίσκεται υπό διεκδίκηση).άμεση συγκρότηση ομάδας εργασίας.
Επίκαιροι και αποτελεσματικοί εσωτερικοί και εξωτερικοί έλεγχοι .
Τα αναμενόμενα δε αποτελέσματα από την καλυτέρευση της οικονομικής διαχείρισης
του Δήμου και των επιχειρήσεων αυτού θα είναι:
1) Η αύξηση της εμπιστοσύνης της κοινωνίας.
2) Η βελτίωση της ποιότητας των υπηρεσιών που παρέχει.
3) Η καλυτέρευση των εσόδων του και η περιστολή των δαπανών του και
4) Η μείωση των χρεών του και η κάλυψη των τυχόν ελλειμμάτων .
Η σύγχρονη τοπική αυτοδιοίκηση οφείλει να είναι ανοιχτή και συμμετοχική,
υποστηρίζοντας δράσεις και ιδέες που πηγάζουν από τους ίδιους τους πολίτες, με στόχο τη
διαρκή βελτίωση των υπηρεσιών, την τοπική ανάπτυξη, την υλοποίηση έργων κοινωνικής
υπεραξίας, καθώς και την τόνωση της τοπικής επιχειρηματικότητας και να αναζητά
τρόπους βελτίωσης της οικονομικής κατάστασής της, υπό το πρίσμα του κοινωνικού της
χαρακτήρα.
Η παράταξη ΡΟΔΟΣ ΑΞΙΩΝ ΨΗΦΊΖΕΙ ΠΑΡΩΝ, λαμβάνοντας υπόψη την εισήγηση του
Δήμου, ότι η οικονομική διαχείριση κρίνεται ικανοποιητική αλλά απαιτούνται
βελτιωτικά μέτρα, αιτούμενη όπως κατά την εκτέλεση του προϋπολογισμού οικονομικού
έτους 2022, ληφθούν υπόψη οι βασικές βελτιωτικές παράμετροι, ήτοι η μείωση
λειτουργικού κόστους, η οικονομική ισορροπία και η αναπτυξιακή ώθηση του Δήμου
μας.
