Να το ξεκαθαρίσουμε ευθύς εξ’ αρχής. Τα όσα θα αναφερθούν παρακάτω, αφορούν στο σύνολο
των 34 Δήμων της Περιφέρειας Νοτίου Αιγαίου.
Μέχρι τώρα η Διαχείριση των Στερεών Αποβλήτων, ήταν αποκλειστική αρμοδιότητα των
νησιωτικών μας Δήμων. Το ποια ήταν αυτή η διαχείριση, δεν χρειάζεται ούτε να το περιγράψουμε,
ούτε να το αναλύσουμε. Ο καθένας έχει γνώση και άποψη για το τι συμβαίνει μέχρι σήμερα στο
νησί του. Κι αυτό που συμβαίνει ως τώρα, είναι αυτό που συνοπτικά αναφέρεται με τον όρο
Business As Usual (BAU). Για να μην είμαστε ισοπεδωτικοί, θα πρέπει να πούμε ότι υπήρχαν και
υπάρχουν φωτεινές εξαιρέσεις πρωτοπόρων Δήμων, που έκαναν και κάνουν τα πράγματα αλλιώς.
Δυστυχώς πολύ λίγες.
Τι άλλαξε;
Με το άρθρο 93, παρ.3, του ν.4685/07.05.2020, προβλέφθηκε η σύσταση Ειδικού Περιφερειακού
Διαβαθμιδικού Φορέα Διαχείρισης Στερεών Αποβλήτων στην περιφέρεια Νοτίου Αιγαίου, με
υποχρεωτική συμμετοχή σ’ αυτόν όλων των Δήμων αλλά και της Περιφέρειας Νοτίου Αιγαίου
(ΠΝΑι). Οι Ειδικοί Περιφερειακοί Διαβαθμιδικοί ΦΟΔΣΑ έχουν τις αρμοδιότητες της παραγράφου
1 του άρθρου 227 και της παραγράφου 8 του άρθρου 225 του ν.4555/2018 ενώ οι Δήμοι
εξακολουθούν να έχουν τις αρμοδιότητες του άρθρου 228 του ίδιου νόμου.
Σε ελάχιστο χρόνο, με πρωτοβουλία του Περιφερειάρχη Νοτίου Αιγαίου κ. Γιώργου Χατζημάρκου
ολοκληρώθηκαν όλες οι αναγκαίες διαδικασίες και οδηγηθήκαμε στη σύσταση του ΦοΔΣΑ Νοτίου
Αιγαίου Α.Ε. στις 13/08/2020. Στο μετοχικό κεφάλαιο της εταιρείας μετέχει η ΠΝΑι με το 40% και
οι 34 Δήμοι του Νοτίου Αιγαίου με το 60% αναλογικά μοιρασμένο με βάση τον πληθυσμό τους. Ο
ΦοΔΣΑ Νοτίου Αιγαίου Α.Ε. δεν είναι λοιπόν μια ιδιωτική εταιρεία όπως λανθασμένα πιστεύουν
κάποιοι, αλλά μια αμιγώς αυτοδιοικητική εταιρεία.
Από την στιγμή της σύστασής του και μετά, προκύπτει ένας άλλος τρόπος διαχείρισης των στερεών
αποβλήτων, τουλάχιστον για το κομμάτι της διαχείρισης που εμπίπτει στις αρμοδιότητές του.
Αυτός ο τρόπος που εμείς θα τον αναφέρουμε ως διαχείριση αλά ΦοΔΣΑ.
Ποιος είναι αυτός ο άλλος τρόπος διαχείρισης;
Με δυο λόγια, μπορεί να τον περιγράψει κανείς ως διαχείριση με απόλυτο σεβασμό στην τήρηση
της ισχύουσας νομοθεσίας, ως διαχείριση στη βάση ενός συγκεκριμένου σχεδίου. Ποιο είναι αυτό
το σχέδιο; Δεν είναι άλλο από το Περιφερειακό Σχέδιο Διαχείρισης Αποβλήτων (ΠΕΣΔΑ) του
Νοτίου Αιγαίου 2022-2030, που εκπονήθηκε και εγκρίθηκε με την με αριθ. 70/12.10.2022
Απόφαση του Δ.Σ. του ΦοΔΣΑ και έχει τεθεί σε άμεση εφαρμογή.
Να επισημάνουμε ότι στα δύο χρόνια από την ίδρυσή του, ο ΦοΔΣΑ Ν. Αιγαίου Α.Ε. -μέχρι και
σήμερα έχει έναν και μόνο εργαζόμενο-, με τη βοήθεια των τεχνικών υπηρεσιών της Περιφέρειας,
έχει να επιδείξει αφ’ ενός έργα σε εξέλιξη σε πολλά νησιά κι αφ’ ετέρου έργα που έχουν μελετηθεί,
έχουν ωριμότητα και εξασφαλισμένη χρηματοδότηση. Όπως συνηθίζει να λέει ο Πρόεδρός του, ο
Περιφερειάρχης κ. Γιώργος Χατζημάρκος «και σήμερα να κλείσει ο ΦοΔΣΑ, θα αφήσει πίσω του
έτοιμη δουλειά για τα επόμενα δέκα χρόνια»!
Ας ξεκαθαρίσουμε λοιπόν τα πράγματα. Ας δούμε τι σημαίνει πρακτικά λειτουργία αλα ΦοΔΣΑ.
Στις εγκαταστάσεις που παραλαμβάνει από τους Δήμους ή κατασκευάζει ο ίδιος, το πρώτο πράγμα
που εξασφαλίζεται είναι η νομιμοποίηση της λειτουργίας τους δηλαδή άδεια λειτουργίας και
ΑΕΠΟ. Το αμέσως επόμενο είναι το προσωπικό και ο εξοπλισμός για την εύρυθμη λειτουργία τους
με τήρηση των όρων αδειοδότησής τους. Το τρίτο είναι η απαίτησή του ΦοΔΣΑ, για σεβασμό των
όρων αυτών και από τους Δήμους, που φέρνουν τα απορρίμματά τους στις εγκαταστάσεις αυτές
για επεξεργασία ή τελική διάθεση (ταφή).
Τι σημαίνει σεβασμός των Δήμων στις εγκαταστάσεις που λειτουργεί ο ΦοΔΣΑ;
Με δυο λόγια, σημαίνει ότι δεν μπορούν να συνεχίσουν να διαχειρίζονται τα απορρίμματά τους με
την μέθοδο BAU. Πρέπει να προσαρμοσθούν στις απαιτήσεις της νομοθεσίας και του ΠΕΣΔΑ
τάχιστα και οπωσδήποτε εντός των προβλεπόμενων χρονοδιαγραμμάτων. Αλλιώς τα απορρίμματά
τους δεν θα γίνονται δεκτά στις εγκαταστάσεις του ΦοΔΣΑ, με ότι αυτό συνεπάγεται.
Να σταθούμε λοιπόν στις βασικές υποχρεώσεις των Δήμων, όπως αυτές προκύπτουν από την
ευρωπαϊκή και εθνική νομοθεσία αλλά και από το ΠΕΣΔΑ Νοτίου Αιγαίου 2022-2030. Στα πλαίσια
αυτά, πρέπει άμεσα:
Να αναπτύξουν δίκτυο καφέ κάδων στα γεωγραφικά τους όρια, για να μαζεύουν σ’ αυτούς
χωριστά τα απόβλητα κουζίνας.
Να αναπτύξουν σύστημα χωριστής συλλογής των πράσινων αποβλήτων (από πάρκα,
κήπους, κλπ).
Να αναπτύξουν σύστημα οικιακής κομποστοποίησης παρέχοντας στους δημότες εξοπλισμό,
εκπαίδευση και τεχνική υποστήριξη.
Να εξασφαλίσουν τη συνεργασία με ιδιωτικό φορέα που θα συλλέγει τα βρώσιμα λίπη και
έλαια από κατοικίες και επιχειρήσεις.
Να αναπτύξουν σύστημα διαφορετικών κάδων για την χωριστή συλλογή των τεσσάρων
κύριων ρευμάτων ανακυκλώσιμων υλικών (χαρτί/χαρτόνι, πλαστικά, μέταλλα και γυαλί).
Να αναπτύξουν τη συνεργασία τους με Συστήματα Εναλλακτικής Διαχείρισης (ΣΕΔ) για τη
χωριστή συλλογή μιας σειράς άλλων υλικών όπως είναι τα ΑΗΗΕ (Απόβλητα Ηλεκτρικού
Ηλεκτρονικού Εξοπλισμού), τα ΜΠΕΑ (μικρές ποσότητες επικίνδυνων αποβλήτων, όπως
μπαταρίες, ληγμένα φάρμακα, κλπ), τα Ογκώδη, τα Ξύλα και τα Υφάσματα.
Να δημιουργήσουν Πράσινα Σημεία και Γωνιές Ανακύκλωσης σε κατάλληλα σημεία.
Μένουμε στα παραπάνω, γιατί αυτά είναι τα βασικά. Αυτό δεν σημαίνει ότι δεν έχουν άλλες
υποχρεώσεις ή ότι δεν μπορούν να αναπτύξουν κι άλλες πρωτοβουλίες.
Το ερώτημα που μπαίνει αμέσως είναι, πως θα τα κάνουν όλα αυτά οι Δήμοι;
Η απάντηση είναι απλή. Στα χωριά μας λένε ότι «όποιος δεν θέλει να ζυμώσει, δέκα μέρες
κοσκινίζει» και συνεχίζει τις Business As Usual. Λύσεις υπάρχουν. Ας το κάνουν αλα ΦοΔΣΑ. Κι ο
ΦοΔΣΑ δεν έχει προσωπικό ή εξοπλισμό για να λειτουργήσει τις εγκαταστάσεις του. Δεν το
χρησιμοποιεί όμως ως δικαιολογία απραξίας. Προκηρύσσει και αναθέτει δημόσιες συμβάσεις
παροχής υπηρεσιών λειτουργίας τους. Επιβλέπει και ελέγχει την υλοποίησή τους.
Τι παραλαμβάνει ο ΦοΔΣΑ από τους Δήμους;
Πολλές από τις υφιστάμενες εγκαταστάσεις -κυρίως ΧΥΤΑ- δεν έχουν ακόμα παραδοθεί από τους
Δήμους στον ΦοΔΣΑ και φυσικά δεν έχουν παραληφθεί απ’ αυτόν. Η διαδικασία αυτή γίνεται
μέσω επιτροπής από την Αποκεντρωμένη Διοίκηση Αιγαίου. Εμείς δεν έχουμε ψευδαισθήσεις. Το
έργο το έχουμε ξαναδεί! Γνωρίζουμε πολύ καλά τι συμβαίνει, τι θα μας παραδοθεί και τι θα
παραλάβουμε. Φυσικά και δεν θα μας παραδοθεί κάποιος Χώρος Υγειονομικής Ταφής. Θα μας
παραδοθεί ένας ΧΑΔΑ, ένας απλός σκουπιδότοπος, διαλυμένες εγκαταστάσεις και απαξιωμένος
εξοπλισμός. Δεν θα μπούμε στον πειρασμό να μιλήσουμε για το πως φθάσαμε ως εδώ ή για το «τις
πταίει». Οι ίδιοι οι κάτοικοι του κάθε νησιού γνωρίζουν καλύτερα από εμάς. Ακόμα όμως κι αν
υποκύψουμε στον πειρασμό, είμαστε βέβαιοι ότι μια τίμια συζήτηση θα καταλήξει σε ένα και
μοναδικό συμπέρασμα. Η ευθύνη μας βαρύνει όλους ως πολίτες, ως δημότες, ατομικά και
συλλογικά. Γιατί ατομική είναι η ευθύνη για το πως διαχειριζόμαστε τα σκουπίδια που παράγουμε
στα σπίτια και στις επιχειρήσεις μας, γιατί εμείς επιλέγουμε τους υπεύθυνους ή ανεύθυνους που θα
διαχειριστούν τις κοινές μας υποθέσεις, γιατί εμείς επιλέγουμε τις πλειοψηφίες και τις μειοψηφίες
που αμφότερες έχουν το θεσμικό ρόλο και τις ευθύνες που τους αντιστοιχούν.
Από την πλευρά μας, κάνουμε ήδη αυτό που ξέρουμε να κάνουμε, αυτό που πρέπει να κάνουμε.
Μελετούμε, αδειοδοτούμε, εξασφαλίζουμε τη χρηματοδότηση και προχωράμε στην κατασκευή
νέων έργων με διασφαλισμένη πάντα και τη χρηματοδότηση λειτουργίας τους συνήθως για τα
επόμενα έξι (6) χρόνια.
Κλείνοντας δεν θέλω να αποφύγω την αναφορά στην πολιτική θέση της Περιφερειακής
Αρχής.
Δεν δειλιάζουμε μπροστά στις προκλήσεις. Δεν αφήνουμε σκελετούς στις ντουλάπες, ούτε
κρύβουμε σκουπίδια κάτω από το χαλί. Δεν αποφεύγουμε την ευθύνη -γιατί την αγαπάμε- ακόμα κι
όταν αυτή δεν μας ανήκει και απλώς κάποιοι την ξεφορτώνουν πάνω στο γραφείο μας, όπως όλοι
ξεφορτωνόμαστε τα σκουπίδια μας όπως-όπως στον πιο κοντινό μας κάδο. Θα κάνουμε αυτό που
πρέπει, θα κάνουμε αυτό που αξίζει στα νησιά μας, στους κατοίκους και στους επισκέπτες τους.
Θα απαιτήσουμε και θα επιβάλουμε αν χρειαστεί στους υπόλοιπους χορευτές του βαλς, να
ακολουθήσουν τον ρυθμό. Πρόθυμοι να βοηθήσουμε όπως πάντα και ταυτόχρονα αποφασισμένοι
να μην αφήσουμε κανέναν να συνεχίσει να κάνει business as usual.
Βάζουμε τέλος. Αλλάζουμε εποχή, αλλάζουμε το Νότιο Αιγαίο!
