Τα ενοικιαζόμενα αυτοκίνητα φέρνουν στην πόλη επισκέπτες τους οποίους
χρειάζεται η εμπορική και τουριστική αγορά. Την ίδια στιγμή τα ενοικιαζόμενα
αυτοκίνητα συνιστούν έναν από τους βασικούς παράγοντες πρόκλησης του
κυκλοφοριακού χάους.
Το οξύμωρο είναι πως ένας μεγάλος αριθμός επισκεπτών με ενοικιαζόμενα
αυτοκίνητα, αποφεύγουν την πόλη της Ρόδου, επειδή γνωρίζουν καλά ότι δεν πρόκειται
να βρουν θέση στάθμευσης και θα ταλαιπωρηθούν χάνοντας πολύτιμο χρόνο από τις
διακοπές τους. Αυτή η κατηγορία επισκεπτών, χαρακτηρίζει την πόλη της Ρόδου (όπως
και τη Λίνδο) ως overcrowded και την αποφεύγουν.
Εξαιτίας, δε, των ενοικιαζομένων αυτοκινήτων, είναι αδύνατο να βρεθεί θέση
στάθμευσης για τους ντόπιους που κινούνται με τα δικά τους οχήματα προς το κέντρο
της δωδεκανησιακής πρωτεύουσας.
Όλη χαώδης κατάσταση, μοιραία οδηγεί σε αδιέξοδα και εγκατάλειψη όλων των
μέτρων που κατά το παρελθόν είχαν σχεδιαστεί και εφαρμοστεί. Στη φωτογραφία, σας
παρουσιάζω όχημα σταθμευμένο επί της οδού Παπανικολάου (μπροστά στο Casino),
όπου στο δρόμο συνυπάρχει διαγράμμιση κίτρινη (απαγορεύεται η στάθμευση) και
διαγράμμιση μπλε (ελεγχόμενη στάθμευση). Το τραγικό είναι πως η τροχαία αφαίρεσε
από το συγκεκριμένο όχημα την πινακίδα κυκλοφορίας ως παράνομα σταθμευμένο,
όπως το ίδιο έπραξε και στα υπόλοιπα σταθμευμένα οχήματα του συγκεκριμένου
τμήματος της οδού.
Παρότι, το θέμα «κίνηση και στάθμευση ενοικιαζομένων αυτοκινήτων» είναι
καίριο, Σήμερα παραμένουν αναπάντητα όλα τα βασικά ερωτήματα διαχείρισης αυτού
του ζητήματος:
Πόσα είναι τα ενοικιαζόμενα αυτοκίνητα στο νησί της Ρόδου;
Πόσες εταιρείες υπάρχουν;
Με ποιο τρόπο θα κρατηθούν τα ενοικιαζόμενα αυτοκίνητα έξω από την πόλη της
Ρόδου, χωρίς ωστόσο η πόλη να στερηθεί τους επισκέπτες – ενοικιαστές τους;
Η τελευταία καταμέτρηση του αριθμού των ενοικιαζομένων αυτοκινήτων στο νησί
είχε γίνει προ περίπου έξι ετών, από την Περιφερειακή Υπηρεσία Τουρισμού (ΕΟΤ)
Δωδεκανήσου. Η καταμέτρηση είχε δείξει 12.000 ενοικιαζόμενα επιβατικά αυτοκίνητα.
Στον αριθμό αυτό δεν συμπεριλαμβάνονταν τα αυτοκίνητα των πολυεθνικών εταιρειών,
οι οποίες και δηλώνουν τα οχήματά τους στις Υπηρεσίες Τουρισμού Αττικής,
Θεσσαλονίκης ή αλλού.
Σήμερα, ο αριθμός των επιχειρήσεων ενοικιάσεως αυτοκινήτων έχει κατακόρυφα
αυξηθεί και ο στόλος τους εκτιμάται ότι έχει ανέλθει στον αριθμό των 18.000
οχημάτων, χωρίς ξανά σε αυτό τον αριθμό να συνυπολογίζεται ο στόλος οχημάτων των
πολυεθνικών εταιρειών.
Στο σημείο αυτό πρέπει να σημειώσω ότι στην αγορά ακούγονται εκτιμήσεις περί
κυκλοφορίας 40.000 ή και περισσότερων ενοικιαζομένων οχημάτων. Οι εκτιμήσεις
αυτές θεωρούνται από τους αρμόδιους παράγοντες ως υπερβολικές.
Το βέβαιο, η γενική εικόνα για τα ενοικιαζόμενα αυτοκίνητα της νήσου Ρόδου
συνοψίζεται στα ακόλουθα:
Ο συνολικός αριθμός των εταιρειών ενοικιάσεως αυτοκινήτων υπερβαίνει
τις 500 και με τη σειρά τους αυτές διαχωρίζονται σε:
Οι εταιρείες ενοικιάσεως της πόλεως Ρόδου, με μικρό και μεσαίο
στόλο (5 μέχρι 100 αυτοκίνητα)
Οι εταιρείες ενοικιάσεως της νήσου Ρόδου, σημαντικό στόλο (100
έως 400 αυτοκίνητα)
Οι εταιρείες ενοικιάσεως της νήσου Ρόδου, με μεγάλο στόλο (500 –
3000 αυτοκίνητα)
Οι πολυεθνικές εταιρείες, με έδρα την Αττική και τεράστιο στόλο,
τον οποίο μετακινούν στην Ελλάδα, ανάλογα με τη ζήτηση του κάθε
τόπου.
Επίσης υπάρχει στόλος αυτοκινήτων, άγνωστος προς το παρόν αριθμός ο
οποίος ανήκει σε μικρά καταλύματα και Airbnb (τα οποία λειτουργούν ως
επιχειρήσεις) και διαθέτουν στους επισκέπτες τους τη δυνατότητα
οχήματος, επ’ αμοιβή.
Όλο αυτό το πρόβλημα για την πόλη της Ρόδου αντιμετωπίζεται, σήμερα, με τη χρήση
ενός Karsan Mini Bus, χωρητικότητας 25 ορθίων ατόμων, το οποίο κάνει κυκλική διαδρομή
(Ακαντιά – Μαντράκι – Ακαντιά) κάθε μισή ώρα.
Η «Ακαντιά» είναι σήμερα το πιο μεγάλο «οικόπεδο» που μπορεί να χρησιμοποιηθεί
για τη στάθμευση των οχημάτων και μπορεί να αποτελέσει μέρος μιας λύσης, ωστόσο
πρέπει να ληφθούν σοβαρά υπόψιν τρία βασικά μειονεκτήματά της:
α) Η πραγματικά ωφέλιμή του έκταση δεν υπερβαίνει τα 15.000 τετραγωνικά μέτρα.
β) Στον ίδιο χώρο εξυπηρετούνται οι εταιρείες μεταφοράς εμπορευμάτων με κοντέινερ
οι ανάγκες τους είναι εξίσου σημαντικές.
γ) Ήδη, για τη συγκεκριμένη έκταση υπάρχει εκπονημένο master plan αξιοποίησής του,
το οποίο εντός του έτους θα επικαιροποιηθεί μέσα από νέα μελέτη που προωθεί το
Λιμενικό Ταμείο. Η κατεύθυνση της μελέτης προβλέπει εκμετάλλευση τμήματος της
έκτασης για τις ανάγκες ενός σύγχρονου εμπορικού λιμένα και μόνο το υπόλοιπο θα
μπορέσει να αξιοποιηθεί ως χώρος στάθμευσης οχημάτων (στο πλαίσιο μιας
προγραμματικής σύμβασης με τον δήμο Ρόδου).
Συνεπώς η λύση για το κυκλοφοριακό πρόβλημα της Ρόδου δεν βρίσκεται στην
Ακαντιά. Απεναντίας, απαιτεί πολύπλευρες προσεγγίσεις, σειρά αποφάσεων και αρκετές
θυσίες με εκκίνηση τη διαχείριση των ενοικιαζομένων αυτοκινήτων τα οποία με κάποιο
τρόπο πρέπει να μείνουν έξω από το ιστορικό κέντρο της πόλεως.
Στις εβδομάδες που θα ακολουθήσουν θα επιχειρήσουμε μαζί την πλήρη κατανόηση
του προβλήματος, την ανάλυσή του και την προσέγγιση επί μέρους λύσεων.
