Θύελλα στο εσωτερικό και ειρωνικά σχόλια ακόμα και στον τουρκικό Τύπο, προκαλεί σχέδιο νόμου του υπουργείου Πολιτισμού και Αθλητισμού για την «ίδρυση Οργανισμού Ταμείου Αρχαιολογικών Πόρων» στο οποίο στο επίμαχο άρθρο 59 προβλέπει την ενοικίαση αρχαιοτήτων στο εξωτερικό για 50-100 χρόνια για να εξοικονομηθούν πόροι προς εξόφληση των δανείων των Μνημονίων!
Μπορεί η αποστολή ιστορικών κειμηλίων για βραχύ χρονικό διάστημα, στο εξωτερικό πράγματι να βοηθά στην προβολή της χώρας, εδώ έχουμε όμως να κάνουμε με “δανεισμό”! Αυτό που ξέραμε μέχρι τώρα ήταν ανταλλαγή με άλλα μουσεία εκθεσιακών αντικειμένων. Όχι όμως για δανεισμό.
H υπουργός Πολιτισμού Λ.Μενδώνη αποφασίζει να δανείσει ως «δανεικά κι αγύριστα» αυτά για τα οποία επολέμησαν οι Ελληνες.
Φέρνει νομοθετική ρύθμιση που επιτρέπει τον δανεισμό των κινητών μνημείων για 25 χρόνια με δυνατότητα παράτασης άλλα 25 χρόνια, αντί για 5 συν 5 που ίσχυε ως σήμερα. Για 50 χρόνια, λοιπόν, κάποιο μουσείο του εξωτερικού μπορεί να δανειστεί ελληνικά εκθέματα.
Υστερα από τόσες δεκαετίες εκτός Ελλάδας άντε ψάξε να βρεις το έκθεμα. Ποιος θα ζει κιόλας να το θυμάται. Ακόμη και το αρχείο καταγραφής μπορεί να μην υπάρχει.
Η αρχική ρύθμιση προέβλεπε δανεισμό για 100 χρόνια (!), αλλά προκειμένου να κατευνάσει τις αντιδράσεις η υπουργός έκανε μια μικρή υποχώρηση. Ο,τι πιο πολύτιμο έχουμε σε αυτή τη χώρα θέλουν να το σκορπίσουν στα τέσσερα σημεία του ορίζοντα. Είναι προφανώς ένας τρόπος να εορτάσουμε τα 200 έτη από την Ελληνική Επανάσταση. Χωρίς αυτά για τα οποία πολεμήσαμε.
Τι… δανεισμός είναι ακριβώς αυτός; Πρόκειται περί “δανεισμού” η ξεπουλήματος της ιστορικής κληρονομιάς μας;
Αναφέρεται πιο συγκεκριμένα:
«Με απόφαση του αρμοδίου οργάνου του Υπουργείου Πολιτισμού και Αθλητισμού, που εκδίδεται ύστερα από γνώμη του Συμβουλίου, επιτρέπεται, για την προβολή της πολιτιστικής κληρονομιάς της χώρας και εφόσον παρέχονται επαρκείς εγγυήσεις για την ασφαλή μεταφορά, έκθεση και επιστροφή τους, η μακρόχρονη εξαγωγή αντικειμένων των συλλογών μουσείου, τα οποία μπορεί να αποτελούν και μνημεία, προκειμένου να εκτεθούν σε μουσειακούς ή παρεμφερείς χώρους, ιδίως όταν η ονομασία του τόπου έκθεσής τους ταυτίζεται με ή περιέχει εκείνη του εξάγοντος μουσείου και εκτίθενται μόνο δικές τους συλλογές.
Με την ίδια απόφαση προσδιορίζονται οι ειδικότεροι όροι της εξαγωγής, καθώς και η διάρκειά της, η οποία δεν μπορεί να υπερβεί τα πενήντα (50) έτη, δυνάμενη να ανανεωθεί άπαξ. Η παρ. 4 του άρθρου 34 εφαρμόζεται και στην περίπτωση αυτή».
Τι ακριβώς θέλει να κάνει η κυβέρνηση; Θέλει να «εξάγει», δηλαδή τα βλέπει ως εμπορικό είδος, όπως λέει ιστορικά και αρχαιολογικά μνημεία στο εξωτερικό για δεκαετίες ολόκληρες;
Και ποια είναι τα αρχαιολογικά και ιστορικά αυτά κειμήλια; Με ποια κριτήρια θα βρεθούν άγνωστο που, για να επιστρέψουν μετά από ένα αιώνα πίσω στη γη που τα γέννησε;
Επ΄ αυτού ο σύλλογος Ελλήνων Αρχαιολόγων σημειώνει πως κατά τη διάρκεια της συνεδρίασης της Διαρκούς Επιτροπής της Βουλής, προέκυψε ότι η προτεινόμενη διάταξη αφορά τον σχεδιασμό του Μουσείου Μπενάκη για την ίδρυση παραρτήματος στη Μελβούρνη της Αυστραλίας.
Η ανάγκη όμως της έκθεσης αυτής στη Μελβούρνη εξυπηρετείται από τις ισχύουσες διατάξεις, και όπως σημειώνουν οι Έλληνες Αρχαιολόγοι «η αιτιολόγηση της προτεινόμενης διάταξης είναι εξαιρετικά απογοητευτική, τόσο για τις προθέσεις της πολιτικής ηγεσίας, όσο και για την στάση του Μουσείου Μπενάκη», ενώ συμπληρώνουν:
«Στο πλαίσιο των αρχών καλής νομοθέτησης, οι Υπουργοί οφείλουν να μην φέρνουν για ψήφιση στο Κοινοβούλιο φωτογραφικές διατάξεις. Ακόμη περισσότερο οφείλουν να μην χρησιμοποιούν συγκεκριμένες περιπτώσεις ως προκάλυμμα για να στηρίξουν διατάξεις που αλλάζουν άρδην τη μουσειακή πολιτική της χώρας και μάλιστα διατάξεις που ορίζουν τι θα συμβαίνει τα επόμενα… 100 χρόνια»!
αρά την δική τους οικτρή οικονομική κατάσταση οι Τούρκοι στηλιτεύουν την πρόθεση της ελληνικής κυβέρνησης να ενοικιάζει αρχαιότητες έως και για 100 χρόνια (!) στο εξωτερικό, αναφέροντας πως η «αξιολύπητη Ελλάδα πουλά και τους προγόνους της εξαιτίας της οικονομικής κρίσης».
Όπως αναφέρει η Yeni Akit: «Η αξιολύπητη Ελλάδα αναζητώντας διέξοδο από την οικονομική κρίση, υπέβαλε στο κοινοβούλιο σχέδιο νόμου που θα επιτρέπει την εκμίσθωση αντικειμένων από την αρχαία και τη σύγχρονη εποχή σε μουσεία άλλων χωρών για 50 χρόνια».
