Εφόλης της ύλης συνέντευξη του υφυπουργού Αθλητισμού για τις επόμενες κινήσεις στο χώρο. Καταγγέλλει πιέσεις στα όρια του εκβιασμού, ενώ διαμηνύει: «Τους ανασχηματισμούς δεν τους κάνουν ούτε οι οικονομικοί παράγοντες, ούτε τα ΜΜΕ, ούτε τα δημοσιογραφικά φερέφωνα».
Τα χαρτιά του για το τι θα συμβεί στο χώρο του αθλητισμού ανοίγει με εφόλης της ύλης συνέντευξη στο iEidiseis o Λευτέρης Αυγενάκης.
Ο υφυπουργός Αθλητισμού μιλάει σχεδόν για όλα τα εκκρεμή θέματα και δίνει σημαντικές ειδήσεις, ενώ αίσθηση προκαλεί η αποκάλυψη ότι δέχεται πιέσεις στα όρια του εκβιασμού! « Έχω ακούσει, ξεκάθαρα και απροκάλυπτα, αν τυχόν προχωρήσω στις αλλαγές και τις μεταρρυθμίσεις που έχει αποφασίσει η κυβέρνηση, φράσεις όπως «δεν θα ξαναεκλεγείς στο Ηράκλειο», ότι «όσα ΜΜΕ έχω ή μπορώ να επηρεάσω θα σε χτυπούν ακατάπαυστα» και ούτω καθεξής και πολλά άλλα», αναφέρει χαρακτηριστικά, ενώ επισημαίνει με νόημα: «Δεν ασχολούμαι με όλους αυτούς. Τους ανασχηματισμούς δεν τους κάνουν ούτε οι οικονομικοί παράγοντες, ούτε τα ΜΜΕ, ούτε τα δημοσιογραφικά φερέφωνα. Οι εκάστοτε επιλογές είναι προνόμιο του Πρωθυπουργού της χώρας και την κρίση του την εμπιστεύομαι απόλυτα».
-Με την ολοκλήρωση της Διαβούλευσης για το νέο αθλητικό σχέδιο νόμου και τις άλλες διατάξεις που περάσατε προ μηνός,ως τροπολογίες,φαίνεται ότι προχωράει σταθερά η αθλητική μεταρρύθμιση. Ότι υπάρχει ένας σχεδιασμός, βάσει του οποίου κινείστε. Ποια είναι τα επόμενα βήματα; Τι πρέπει να περιμένουμε;
Πράγματι, κ.Σκουρή, η αθλητική μεταρρύθμιση από την Κυβέρνησή μας εξελίσσεται βήμα – βήμα και προχωράμε βάσει σχεδίου. Απώτερος στόχος μας είναι ο αθλητισμός να βρίσκεται συνεχώς στα χέρια υγιών δυνάμεων, να εξυγιάνουμε το αθλητικό οικοσύστημα, να αναδειχθούν οι θετικές και αναπτυξιακές δυνάμεις, να δώσουμε καθαρό, φρέσκο οξυγόνο στις διοικήσεις των ομοσπονδιών, στους αθλητές και στις αθλήτριες, τη δύναμη να πάνε μπροστά και μαζί τους να συμπαρασύρουν κι άλλο νέο κόσμο.
Φυσικά, δεν ανακαλύπτουμε την Αμερική σήμερα. Απλώς με πίστη στο αποτέλεσμα κάνουμε πράξη το αυτονόητο. «Σπάμε αυγά» και αυτό ενοχλεί. Το βλέπουμε, το διαβάζουμε, το διαβάζετε κι εσείς. Κάνουμε όσα συζητούνται εδώ και πολλά χρόνια και ποτέ δεν γίνονταν. Στην πολιτική, κ.Σκουρή, δεν μπήκα για να είμαι ευχάριστος, αλλά χρήσιμος. Αυτή την εντολή έδωσε ο ελληνικός λαός στον Κυριάκο Μητσοτάκη ένα χρόνο πριν.
Αυτό είναι η αθλητική μεταρρύθμιση: η επανάσταση του αυτονόητου!
Διότι πρέπει να είναι αυτονόητος ο περιορισμός των ισόβιων διοικήσεων στις αθλητικές ομοσπονδίες, ο περιορισμός των παραγόντων που χρησιμοποιούν το κάθε άθλημα για να αποκτήσουν βαρύτητα στην κοινωνία, παρά για να υπηρετούν το άθλημα και τους αθλητές.
Πρέπει να είναι αυτονόητο να μπορούν να ενεργοποιηθούν, να προσφέρουν και από διοικητικά πόστα, οι Ολυμπιονίκες και οι Πρωταθλητές μας, εφόσον το επιθυμούν.
Πρέπει να είναι αυτονόητο να θέλουμε να νοικοκυρέψουμε το αθλητικό τοπίο, να βάλουμε τάξη, πάντα με διαφανείς διαδικασίες, σε ένα καθεστώς ημινομιμότητας που υπήρχε στα αθλητικά σωματεία και να αποκτούν δικαίωμα του εκλέγειν μόνο τα νόμιμα και ενεργά ερασιτεχνικά σωματεία.
Πρέπει να είναι αυτονόητο να στηρίζουμε έμπρακτα τον ερασιτεχνικό αθλητισμό, δίδοντας απευθείας επιχορήγηση στα σωματεία, έπειτα από 12 χρόνια, με τη διάθεση ποσού 12 εκατομμυρίων ευρώ για την άμεση ενίσχυσή τους, ποσό που θα διανεμηθεί σε συνεργασία με το Υπουργείο Οικονομικών με απόλυτη διαφάνεια και αντικειμενικά κριτήρια.
Πρέπει να είναι αυτονόητο να νομοθετεί η Πολιτεία φορολογικά και άλλα αναπτυξιακά κίνητρα, μειώνοντας τώρα τον ΦΠΑ των εισιτηρίων φιλάθλων, μειώνοντας τη φορολογία συμβολαίων αθλητών και προπονητών, διευκολύνοντας ή καλύτερα παρακινώντας για χορηγίες και δωρεές.
Ασφαλώς, λοιπόν, υπάρχει συγκεκριμένο πλάνο και προγραμματισμός.
Και δεν θα σταματήσουμε εδώ, με την ψήφιση αυτού του σχεδίου νόμου. Αμέσως μετά θα καταθέσουμε και το επόμενο, το οποίο θα ρυθμίσει το τοπίο στη χώρα σε ότι αφορά τον τομέα της προπονητικής και των προπονητών, για τους οποίους επίσης θα δημιουργηθεί ψηφιακό Μητρώο στη ΓΓΑ, ενώ θα προσδιορίσει και θα καταγράψει και τις νέες τάσεις και μορφές αθλητισμού της εποχής. Τον εναλλακτικό αθλητισμό, τον μη αγωνιστικό, τον ψυχαγωγικό που αναπτύσσεται ολοένα και περισσότερο.
Όπως είπατε κι εσείς νωρίτερα, βήμα βήμα και με συγκροτημένο σχέδιο…
Τι περιλαμβάνει το σχέδιο νόμου
-Να μας αναφέρετε τις σπουδαιότερες αλλαγές αυτής της αθλητικής μεταρρύθμισης;
-Βεβαίως. Προ ημερών ολοκληρώθηκε η δημόσια διαβούλευση για το σχέδιο νόμου για τον αθλητισμό με τις λεπτομερείς διατάξεις πλέον για τον τρόπο διεξαγωγής των εκλογών, που θα γίνουν το τελευταίο δίμηνο του έτους.
Είχαμε 700 σχόλια μόνο στη Διαβούλευση και περίπου 1.500 προτάσεις και υπομνήματα που κατατέθηκαν στο Υφυπουργείο! Απίστευτο ενδιαφέρον και ενεργοποίηση της αθλητικής οικογένειας της χώρας μας.
Χαιρόμαστε ειλικρινά για την ανταπόκριση, για το ενδιαφέρον της αθλητικής κοινωνίας. Επεξεργαστήκαμετις παρατηρήσεις τους και εντός των επομένων ημερών η τελική μορφή των διατάξεων θα κατατεθεί στην Επιτροπή Μορφωτικών Υποθέσεων και κατόπιν στην Ολομέλεια της Βουλής.
Σε ότι αφορά στις αρχαιρεσίες αθλητικών φορέων:
- Στις εκλογές Σωματείων, Ενώσεων, Ομοσπονδιών απαγορεύεται η δια πληρεξουσίου συμμετοχή.
- Της Εφορευτικής Επιτροπής προΐσταται δικηγόρος ως δικαστικός αντιπρόσωπος.
- Ο εκλογικός κατάλογος για Ενώσεις και Ομοσπονδίες περιλαμβάνει αποκλειστικά και μόνο Σωματεία με ενεργή συμμετοχή στις επίσημες διοργανώσεις την τελευταία χρόνια, μεΕιδική Αθλητική Αναγνώριση και εγγεγραμμένα στο Μητρώο της ΓΓΑ.
- Ο εκλογικός κατάλογος υποβάλλεται προς επικύρωση στη ΓΓΑ και αναμορφώνεται στο μέτρο που δεν συμφωνεί με το τηρούμενο Μητρώο Αθλητικών Φορέων.
- Οι εκλογές για ΔΣ διεξάγονται με ενιαίο ψηφοδέλτιο που απαρτίζεται από δύο επιμέρους τμήματα: Στο πρώτο τμήμα οι υποψήφιοι πρόεδροι και στο δεύτερο τμήμα τα υποψήφια μέλη. Ο εκλογέας σταυροδοτεί τον υποψήφιο πρόεδρο της προτίμησής του και δικαιούται να σταυροδοτήσει υποψήφια μέλη μέχρι τα δύο τρίτα (2/3) του συνόλου των προς εκλογή θέσεων.
Παράλληλα, απλοποιούμε τις διαδικασίες χορήγησης Ειδικής Αθλητικής Αναγνώρισης στα Σωματεία. Ένας μεγάλος όγκος αιτημάτων και σχολίων κατά τη φάση της Διαβούλευσης ασχολήθηκε με αυτό. Το κάνουμε πράξη.
Φροντίζουμε και το Παραολυμπιακό αθλητικό κίνημα, τον αθλητισμό των Ατόμων με Αναπηρία: Διευκολύνεται η σύσταση Ομοσπονδίας για το άθλημα του Ποδοσφαίρου Ακρωτηριασμένων, ρυθμίζεται δικαιότερα και πιο αναλογικά η εκπροσώπηση των φορέων στην Ελληνική Παραολυμπιακή Επιτροπή και χορηγούνται πλέον οι παροχές για εξαιρετικές αγωνιστικές διακρίσεις και σε αρτιμελείς αθλητές – συνοδούς, που αγωνίζονται κανονικά και για χρόνια μαζί με τους αθλητές ΑμεΑ.
Τέλος, επιχειρούμε τομές, όπως την έννοια του «εκπαιδευτή» στα αθλήματα τοξοβολίας και σκοποβολής, τη δυνατότητα των εν ενεργεία αθλητών να ασκούν και την προπονητική, συστήνουμε την Εθνική Πλατφόρμα της Σύμβασης Macolin για την καταπολέμηση των χειραγωγημένων αγώνων, κατοχυρώνουμε τα εργασιακά δικαιώματα των εργαζομένων στο ΕΑΚΝ Αγίου Κοσμά, που ως γνωστό συμπεριλαμβάνεται στη μεγάλη επένδυση στο Ελληνικό κ.ά.
Και μαζί με εκείνες τις διατάξεις που ψηφίσαμε τον περασμένο Νοέμβριο, με τον περιορισμό των θητειών και τα όρια ηλικίας για τα ΔΣ των αθλητικών Ομοσπονδιών, τα οποία συζητούνταν χρόνια και χρόνια, αλλά κανένας δεν τα υλοποιούσε, συν τις αλλαγές που κάναμε στα κωλύματα εκλογιμότητας, ολοκληρώνουμε την εικόνα, το νέο πλαίσιο αρχαιρεσιών και λειτουργίας των Ομοσπονδιών.
«Όχι μόνο έχω δεχθεί ισχυρές πιέσεις, αλλά έχουν φτάσει στα όρια του εκβιασμού»
-Ο Πρωθυπουργός, επιλέγοντας και διατηρώντας εσάς στη θέση του Υφυπουργού Αθλητισμού, ουσιαστικά σας εμπιστεύεται για να «βγάλετε τα κάστανα από τη φωτιά». Είχατε πει ότι έχετε δεχθεί ισχυρές πιέσεις. Πόσο προσωπικό κόστος έχει αυτό;
-Όχι μόνο έχω δεχθεί ισχυρές πιέσεις, αλλά έχουν φτάσει στα όρια του εκβιασμού. Έχω ακούσει, ξεκάθαρα και απροκάλυπτα, αν τυχόν προχωρήσω στις αλλαγές και τις μεταρρυθμίσεις που έχει αποφασίσει η κυβέρνηση, φράσεις όπως «δεν θα ξαναεκλεγείς στο Ηράκλειο», ότι «όσα ΜΜΕ έχω ή μπορώ να επηρεάσω θα σε χτυπούν ακατάπαυστα» και ούτω καθεξής και πολλά άλλα!
Κ.Σκουρή, δεν είμαι ατρόμητος, αλλά είμαι αποφασισμένος, ότι από την θέση που μου εμπιστεύτηκε ο Πρωθυπουργός, θα υπηρετώ με συνέπεια το συμφέρον του ελληνικού λαού, θα υπηρετώ τις προεκλογικές δεσμεύσεις του κόμματος μας και του ίδιου του Κυριάκου Μητσοτάκη προς τους Έλληνες. Δεν σκοπεύω να κάνω ούτε χιλιοστό πίσω. Αναφέρομαι στον Πρωθυπουργό της Χώρας και όλη η Κυβέρνηση στον ελληνικό λαό.
Τι ζήτησε από εμάς πέρυσι η κοινωνία; Νοικοκύρεμα, τάξη, διαφάνεια. Είμαι αποφασισμένος να ολοκληρώσω με αυτούς τους κανόνες, με αυτές τις αρχές, την αθλητική μεταρρύθμιση.
Γνωρίζω ότι στο τέλος αυτής της διαδρομής είναι πάρα πολλοί εκείνοι που θα χαρούν, που θα αισθανθούν δικαίωση, που θα πιστέψουν πως κάτι αλλάζει στην χώρα. Πάρα πολλοί κι ας πιέζονται από τους αθλητικούς χώρους στους οποίους δραστηριοποιούνται. Και διστάζουν να το εκφράσουν δυνατά. Γι’ αυτούς συνεχίζουμε να αγωνιζόμαστε, για την υγιή βάση του αθλητισμού, για το σύνολο της αθλητικής οικογένειας της χώρας μας.
Ενεργή δραστηριότητα μόνο5.045 σωματεία
-Πολύ θόρυβος έχει γίνει για το Μητρώο Αθλητικών Σωματείων, κομμάτι των μεταρρυθμίσεων που κάνετε…
Θεσμοθετήσαμε το Μητρώο Αθλητικών Σωματείων, που είναι υποκατηγορία του Μητρώου Αθλητικών Φορέων, το οποίο υπάρχει στη θεωρία από το 2016. Κι εδώ κάνουμε το αυτονόητο, την ώρα που οι προκάτοχοί μας μόνο υπόσχονταν. Εμείς δεν λέμε, το υλοποιούμε. Ή, για την ακρίβεια, το υλοποιήσαμε.
Το θεσμοθετήσαμε για να εξυπηρετηθούν ταυτόχρονα δύο ανάγκες. Να καταγραφούν, επιτέλους, τα νομίμως λειτουργούντα αθλητικά σωματεία στη χώρα και να γνωρίζουμε ακριβώς πόσα έχουμε και τι αθλήματα καλλιεργούν και συνάμα, μέσα από αυτή την καταγραφή, να μοιραστούν την σημαντική έκτακτη οικονομική ενίσχυση των 12 εκατ. ευρώ για να αντιμετωπίσουν τα σοβαρά προβλήματα που δημιούργησε η πανδημία.
Κι ενώ άλλοι μιλούσαν για 10.000 αθλητικά σωματεία στη χώρα, άλλοι για 12.000 και κανένας δεν ήξερε ακριβώς, αποδεικνύεται ως τώρα ότι τις νόμιμες προϋποθέσεις και με ενεργή δραστηριότητα διαθέτουν μόνο 5.045 σωματεία. Αυτά έχουν προεγγραφεί στην ειδική πλατφόρμα. Εξ αυτών, 4.539 υπέβαλλαν στοιχεία στις αιτήσεις τους και 2.331 τις έχουν ολοκληρώσει. Το Μητρώο, φυσικά, είναι και θα είναι ανοικτή για οποιοδήποτε άλλο σωματείο διαθέτει τις προϋποθέσεις του νόμου, και σ’ αυτά -τα νόμιμα, ενεργά και πραγματικά- θα διατεθεί η οικονομική ενίσχυση.
Αυτά και μόνο αυτά, επιπλέον, θα είναι οι «εκλέκτορες» στις εκλογές κάθε Ομοσπονδίας κι όχι οι «σφραγίδες» και τα «φαντάσματα». Αυτά και μόνο αυτά θα μπορεί να γνωρίζει ο κάθε γονιός, ο κάθε αθλητής, ο κάθε προπονητής, παράγοντας, προπονητής, αυτοδιοικητικός παράγοντας, ότι αναγνωρίζονται και μπορεί να δραστηριοποιηθεί και να τα εμπιστευτεί χωρίς κανένα πρόβλημα.
Πρότυπο Παραολυμπιακό Αθλητικό Κένρο στη Ραφήνα
-Όλα αυτά,όμως, τα νοικοκυρέματα από τη στιγμή που δεν αφορούν το ποδόσφαιρο και το μπάσκετ, δεν «πουλάνε» πολύ, να το πω στη δημοσιογραφική γλώσσα…
Πράγματι!Δεν «πουλάνε», αλλά δεν λειτουργώ με όρους επικοινωνίας. Και ξέρετε, είναι κι άλλα πάρα πολλά και πολύ ουσιαστικά απ’ όσα έχουμε κάνειπου δεν «πουλάνε», δεν γίνονται πηχυαίοι τίτλοι και δεν αφιερώνονται σελίδες και άρθρα, αλλά συσπειρώνουν την αθλητική οικογένεια επειδή την αφορούν άμεσα και είναι δίπλα μας γιατί βλέπει την πρόοδο καθημερινά.
Μέσα σε ένα χρόνο σκληρής δουλειάς, παραδείγματος χάριν, έχει αποδειχτεί η αλλαγή νοοτροπίας και πολιτικής που κυριαρχεί στην αναβάθμιση και τον εκσυγχρονισμό αθλητικών εγκαταστάσεων.
Καταρχήν, δημιουργούμε νέες εγκαταστάσεις, ακριβώς εκεί που υπάρχει αδήριτη ανάγκη. Μαζί με την Περιφέρεια Αττικής και τον Δήμο Ραφήνας θα κατασκευαστεί το πρώτο στην Ελλάδα, πρότυπο Παραολυμπιακό Αθλητικό Κέντρο, στη Ραφήνα, που αποτελεί και δέσμευση του Πρωθυπουργού, Κυριάκου Μητσοτάκη, για στήριξη στον αθλητισμό των ΑμεΑ, στο πλαίσιο της γενικότερης κυβερνητικής πολιτικής και των πρωτοβουλιών για τα Άτομα με Αναπηρία.
Προχωράμε, παράλληλα, με σχέδιο για τις αθλητικές εγκαταστάσεις που βρίσκονταν παραμελημένες, εγκαταλελειμμένες:
- Υπενθυμίζω ότι έχουμε την πρώτη αξιοποίηση, 16 χρόνια μετά από τους Ολυμπιακούς Αγώνες της Αθήνας το 2004, της Ολυμπιακής εγκατάστασης στα Άνω Λιόσια, με την συνύπαρξη της ΚΑΕ ΑΕΚ και τωνοκτώ ομοσπονδιών των μαχητικών αθλημάτων (Ταεκβοντό, Πάλη, Τζούντο, Καράτε, Παγκράτιο, ΖιουΖίτσου, KickBoxing και ΓουσούΚουνγκΦου).
- Αλλά και το Ολυμπιακό Χωριό, πέρασε επιτέλους από τον ΟΑΕΔ στη δικαιοδοσία της ΓΓΑ, όπου σε συνεργασία με τον Δήμο Αχαρνών και τα τοπικά σωματεία τίθεται σε εφαρμογή το πλάνο αξιοποίησής του. Ανέλαβε ήδη η Διοικούσα Επιτροπή και ξεκίνησε δουλειά.
- Μόλις πριν από λίγες εβδομάδες υπογράψαμε Μνημόνιο Συναντίληψης με τη LAMDADevelopment, βάζοντας -με όρους διαφάνειας και συνεργασίας- στις ράγες ένα ζήτημα πολύ ευαίσθητο, τη μετεγκατάσταση των υποδομών στον Άγιο Κοσμά. Εξασφαλίσαμε αθλητές και ομοσπονδίες, αλλά και ότι δεν δίδεται καμία εγκατάσταση στον Άγιο Κοσμά αν προηγουμένως δεν έχει παραδοθεί η αντίστοιχη νέα και φυσικά καλύτερη, σύγχρονη, στο Μητροπολιτικό Πάρκο Ελληνικού από την επενδύτρια εταιρεία. Συμφωνήσαμε κιόλας να είναι η LAMDA εκείνη που θα βοηθήσει στην ανασυγκρότηση άλλων Ολυμπιακών εγκαταστάσεων στην Αττική, όπου την χρειαστούμε.
- Για το ΟΑΚΑ, ολοκληρώθηκε ο διαγωνισμός για τη διετή εκμίσθωση των 16 γηπέδων τένις, με υποχρέωση και επισκευών τους από τον πλειοδότη. Παράλληλα, ολοκληρώνονται οι στατικές και ηλεκτρομηχανολογικές μελέτες για τη συντήρηση του στεγάστρου Καλατράβα, πρώτη φορά από το 2004, δρομολογείται και η σύνδεση του παρακείμενου σε εμπορικό κέντρο Ολυμπιακού Μουσείου με πεζογέφυρα.
Επίσης, έχουμε παραλάβει το ολοκληρωμένο MasterPlan για το μεγαλύτερο Ολυμπιακό αθλητικό κέντρο της χώρας μας και προχωρούμε βήμα βήμα στην αξιοποίησή του. Υπάρχει διοίκηση που εργάζεται καθημερινά και εργαζόμενοι που βλέπουν τις εγκαταστάσεις του ΟΑΚΑ να παίρνουν ξανά ζωή και χρώμα. - Την ίδια ώρα, στην Παιανία, για το «σπίτι του κλειστού στίβου και του βόλεϊ» και το παρακείμενο προπονητήριο βόλεϊ με ξενώνες, υπογράψαμε «Σύμφωνο Συνεργασίας» με την Περιφέρεια Αττικής και τον Δήμο Παιανίας και εκπονείται η μελέτη για την αποτύπωση των φθορών και την κοστολόγηση των απαιτούμενων εργασιών επισκευής και ανακαίνισης, μετά από πολλά χρόνια εγκατάλειψης.
- Επιπλέον, παραχωρήθηκαν, έπειτα από προσπάθειες περίπου 25 ετών, 115 στρέμματα στον Δήμο Κορυδαλλού και πρόκειται να κατασκευαστεί αθλητικό κέντρο, το οποίο στην πλήρη ανάπτυξή του θα περιλαμβάνει γήπεδο ποδοσφαίρου με στίβο και κερκίδες περίπου 5.000 θεατών, κολυμβητήριο, κλειστό γυμναστήριο, άλλα γήπεδα ποδοσφαίρου, στίβο και αρκετά ανοικτά γήπεδα μπάσκετ, βόλεϊ, χάντμπολ, τένις.
- Τέλος, είναι σε στάδιο ολοκλήρωσης ο «Πέλοπας», η πρωτοποριακή πλατφόρμα καταγραφής κάθε αθλητικής εγκατάστασης που υπάρχει στην Ελλάδα σε συνεργασία με την ΚΕΔΕ. Για να ξέρουμε τι υποδομές έχουμε, πώς αξιοποιούνται και τι περαιτέρω σχεδιασμός πρέπει να εκπονηθεί στοχευμένα και αποτελεσματικά κατά τόπους.
Νέο πλαίσιο για την Επιτροπή Επαγγελματικού Αθλητισμού
-Υπάρχει όμως η Επιτροπή Επαγγελματικού Αθλητισμού. Και αυτή «πουλάει», για να το συνεχίσω, σε κάθε σας αναφορά…
-Αναφέρεστε στην αναγκαστική τρίμηνη παράταση της θητείας των μελών της Επιτροπής. Έπρεπε να την παρατείνουμε έως τα μέσα Νοεμβρίου, διότι εξέπνεε αμέσως μετά τον 15Αύγουστο και δεν θα ήταν δυνατόν είτε να προχωρήσουμε σε αλλαγές προσώπων είτε σε αλλαγή πλαισίου, που είναι και το πιο ορθό, αφού η ΕΕΑ βρίσκεται σε διαδικασία έγκρισης φακέλων για τη συμμετοχή στα επαγγελματικά πρωταθλήματα.
Είπα, ωστόσο, προ εβδομάδων στη Βουλή, ότι το πλαίσιο λειτουργίας αυτής της σημαντικότατης Επιτροπής, απαιτεί εκσυγχρονισμό και αναβάθμιση. Δεν είναι δυνατόν, με τις σημαντικές αρμοδιότητες που έχει, τον όγκο δουλειάς που φέρνει εις πέρας και την ευθύνη που συνεπάγεται, να στελεχώνεται η ΕΕΑ από αμισθί συνταξιούχους δικαστικούς και από εθελοντές καθηγητές πανεπιστημίου και άλλων τομέων. Δεν μπορεί το πλαίσιό της να είναι «εθελοντικό». Πρέπει να είναι απολύτως «επαγγελματικό».
Επεξεργαζόμαστε αυτό το νέο πλαίσιο της ΕΕΑ και θα το κάνουμε σύντομα γνωστό.
Στα τέλη Σεπτεμβρίου η «Ολιστική Μελέτη» της UEFA
-Σας καταλογίζουν ότι επιθυμείτε να αλλάξει το εκλογικό σύστημα και τον τρόπο ανάδειξης προέδρου και Εκτελεστικής Επιτροπής της ΕΠΟ, πέραν των άλλων 48 Ομοσπονδιών που «πιάνει» το αθλητικό νομοσχέδιο. Ωστόσο, διαπιστώνουμε ότι κάτι τέτοιο δεν προβλέπεται στο σχέδιο νόμου. Κι εδώ βήμα βήμα ή λόγω «αυτοδιοίκητου» και FIFA/UEFA δεν θα πράξετε κάτι;
-Μα, δεν έχω κρυφτεί κ. Σκουρή, το ακριβώς αντίθετο. Τον περασμένο Ιανουάριο, στη συνάντηση των λεγόμενων Big-4, των ιδιοκτητών των ΠΑΕ ΑΕΚ, Ολυμπιακού, Παναθηναϊκού και ΠΑΟΚ, που συνδιοργανώσαμε με την UEFA, ανέφερα ότι είναι προβληματική η εκλογική διαδικασία που ακολουθείται μέχρι σήμερα για την ανάδειξη του προέδρου και των μελών της ΕΕ της ΕΠΟ, με τους μόλις 69 εκλέκτορες.
Το επανέλαβα δημοσίως και την επομένη ημέρα, στη συνεδρίαση της SteeringCommittee, της Επιτροπής για την ακεραιότητα των ποδοσφαιρικών διοργανώσεων, την αντιμετώπιση της βίας και την ασφάλεια στα γήπεδα, παρουσία των 14 ΠΑΕ, των εκπροσώπων FIFA/UEFA και των λοιπών συμμετεχόντων.
Είπα και επαναλαμβάνω ότι βούληση και θέση της ελληνικής Κυβέρνησης είναι η ανάγκη διεύρυνσης του εκλογικού σώματος και εξάλειψης των περιστατικών διαφθοράς, εντάσεων και χειραγώγησης του ολιγομελούς εκλογικού σώματος, τα οποία επί 25 χρόνια γνωρίζουμε καλά κυρίως ότι συνέβαιναν και θα συνεχίσουν να συμβαίνουν αν δεν προβούμε σε αλλαγές.
Επ’ αυτού –και για τα υπόλοιπα ζητήματα του ελληνικού ποδοσφαίρου- αναμέναμε μέχρι το τέλος Μαΐου την «Ολιστική Μελέτη» της UEFA. Δηλαδή τις προτάσεις της βασισμένες σε βέλτιστες διεθνείς πρακτικές, όπως συμφώνησε ο Πρωθυπουργός με τον πρόεδρό της, τον κ. Τσέφεριν και τον αντιπρόεδρο της FIFA, κ. Κλαρκ, συνυπογράφοντας την «Δήλωση Προθέσεων» στις 25 Φεβρουαρίου.
Λόγω της πανδημίας που ενέσκηψε, καθυστέρησε η «Ολιστική Μελέτη». Μόλις χθες ενημερώθηκα επισήμως από τον Διευθυντή Εθνικών Ομοσπονδιών της UEFA, Ζόραν Λάκοβιτς, ότι θα είναι έτοιμη και θα παραδοθεί από FIFA/UEFAστην ελληνική Κυβέρνηση στα τέλη Σεπτεμβρίου.
Συζητήσαμε εκτενώς με τον κ. Λάκοβιτς και με άλλους αξιωματούχους της UEFAγια το περιεχόμενό της. Αντίστοιχες συνεργασίες θα επαναληφθούν για την ολοκλήρωσή της «Ολιστικής Μελέτης». Και κατόπιν θα νομοθετήσουμε όσα θα εμπίπτουν στις αρμοδιότητές μας από τις προτάσεις της, ενώ τα υπόλοιπα που θα αφορούν σε αποφάσεις της ΕΠΟ, θα πρέπει να ενσωματωθούν στο καταστατικό και τους κανονισμούς της.
«H αγορά χωρά πολύ λιγότερες από τις 48 ΠΑΕ που υπάρχουν»
-Έγινε και συνεχίζει να γίνεται μεγάλος θόρυβος για την αναδιάρθρωση στο επαγγελματικό ποδόσφαιρο. Δεν προχώρησε η αύξηση των ομάδων στην SuperLeague 1, αλλά η ΕΠΟ σας πρότεινε την κατάργηση της 3ης επαγγελματικής κατηγορίας, που είχε συστήσει πέρσι ο προκάτοχός σας, ο κ. Βασιλειάδης. Τι θα κάνετε;
-Πανθομολογούμενα, το σχέδιο πέρσι του κ. Βασιλειάδη να συντηρηθεί από το κράτος, από την ΕΡΤ, όλο το επαγγελματικό ποδόσφαιρο και να συσταθεί και 3η επαγγελματική κατηγορία, ήταν καταστροφικό. Απέτυχε παταγωδώς! Η ποδοσφαιρική οικονομία μας και η ελληνική αγορά χωράει πολύ λιγότερες ΠΑΕ απ’ όσες καταναλώνει και αυτή τη στιγμή φτάνουν στις 48.
Επιβάλλεται το όποιο πλάνο, ο όποιος σχεδιασμός να έχει ως βασικό άξονα την βιωσιμότητά τους. Τα κριτήρια εκείνα ώστε να ευνοείται η ανταγωνιστικότητα των πρωταθλημάτων των κατηγοριών, η ανάπτυξή τους, χωρίς οι ΠΑΕ να είναι «κρατικοδίαιτες», προβληματικές και να εξυπηρετούν μη αγωνιστικά συμφέροντα.
Χωρίς να σημαίνει αυτό ότι δεν θα λαμβάνουν χρήματα για τα τηλεοπτικά τους από την ΕΡΤ.
Ζήτησα, συνεπώς, από την ΕΠΟ διευκρινήσεις γύρω από αυτά τα ζητήματα και το πώς έφτασαν στην απόφαση να μας ζητήσουν να νομοθετήσουμε την κατάργηση της 3ης επαγγελματικής κατηγορίας. Το σχέδιό τους, εν ολίγοις, για την μεταφορά 34 ΠΑΕ στη SuperLeague 2.
Ζήτησα να έχουμε την απόφαση της διοργανώτριας αρχής, των ίδιων των ομάδων. Ερήμην τους δεν επιτρέπεται να γίνει οτιδήποτε.
Αναμένω τις απαντήσεις και τις προτάσεις όλων των εμπλεκομένων, προκειμένου να διαβουλευτούμε και να προχωρήσουμε.
Η όποια καθυστέρηση υπάρχει δεν είναι με δική μας υπαιτιότητα.
«Με …ανασχηματίζουν κάθε μέρα»
-Πολύς λόγος γινόταν το τελευταίο διάστημα για ανασχηματισμό σας. Σε παλαιότερη συνέντευξή σας είχατε πει, μάλιστα, ότι σας «ανασχηματίζουν κάθε μέρα». Αισθάνεστε να το πω λαϊκά «από πάνω» τώρα που οι πρόσφατες διορθωτικές κινήσεις από τον Πρωθυπουργό, Κυριάκο Μητσοτάκη, επιβεβαίωσαν την εμπιστοσύνη του σε εσάς και στο έργο σας;
-Κύριε Σκουρή, ξεκίνησα την πολιτική μου διαδρομή κυριολεκτικά από το μηδέν. Όλα αυτά τα χρόνια βασίστηκα μονάχα στην δουλειά, στους φίλους, τη μεθοδικότητα και το αποτέλεσμα. Αυτό έκανα ως Βουλευτής Ηρακλείου, αυτό έκανα ως Γραμματέας της ΝΔ και το γνωρίζουν και το αναγνωρίζουν τα κομματικά μας στελέχη σε όλη την Ελλάδα, αυτό έπραξα και από την αρχή στο πλευρό του Κυριάκου Μητσοτάκη, όταν έθεσε υποψηφιότητα για τη διεκδίκηση της προεδρίας της Νέας Δημοκρατίας.
Αυτό πράττω και τώρα, από την πρώτη στιγμή που μου εμπιστεύθηκε ο Πρωθυπουργός το χαρτοφυλάκιο του Αθλητισμού. Σηκώσαμε τα μανίκια με τους συνεργάτες μου και με καθαρές κουβέντες, με εργατικότητα και μέθοδο, μέσα από αντιξοότητες και δυσκολίες, κάνουμε πράξη τις δεσμεύσεις μας απέναντι στον ελληνικό λαό για διαφάνεια, τάξη και νοικοκύρεμα.
Ναι, είχα πει πως «με ανασχηματίζουν κάθε μέρα». Με «ανασχηματίζουν» εκείνοι που θίγονται από τις παρεμβάσεις μας, όσοι θέλουν να παραμένουν στο σκοτάδι όταν εμείς επιδιώκουμε να ρίχνουμε φως και να δίνουμε οξυγόνο στον αθλητισμό της χώρας μας.
Δεν ασχολούμαι με όλους αυτούς. Τους ανασχηματισμούς δεν τους κάνουν ούτε οι οικονομικοί παράγοντες, ούτε τα ΜΜΕ, ούτε τα δημοσιογραφικά φερέφωνα. Οι εκάστοτε επιλογές είναι προνόμιο του Πρωθυπουργού της χώρας και την κρίση του την εμπιστεύομαι απόλυτα.
«Μας επιβεβαιώνουν οι σπασμωδικές κινήσεις της Τουρκίας»
-Κλείνοντας, πάμε λίγο στα εθνικά θέματα. Γιατί υπεγράφη τώρα η Συμφωνία με την Αίγυπτο και γιατί περιοριστήκατε στην μερική οριοθέτηση; Η Τουρκία αντιδρά στη συμφωνία με την Αίγυπτο και ισχυρίζεται ότι η Ελλάδα υπονομεύει την προοπτική διαλόγου. Τι απαντάτε;
-Mε την Αίγυπτο οι συζητήσεις ξεκίνησαν το 2005, και στροβιλίζονταν σε 14 αλλεπάλληλους γύρους. «Η άμεση οριοθέτηση ήταν αναμφίβολα επείγουσα», όπως επεσήμανε ο Πρωθυπουργός, «καθώς στην περιοχή εξελίσσεται η παράνομη επιχείρηση της Τουρκίας να συναλλαγεί με δυνάμεις της Λιβύης σε βάρος των κυριαρχικών δικαιωμάτων άλλων χωρών. Και η συμφωνία αυτή, επιβεβαιώνει την ακυρότητα του παράνομου μνημονίου Τουρκίας-Λιβύης και το ενταφιάζει. Εξάλλου, ταχεία μερική οριοθέτηση είχε προτείνει -και δημόσια- και η Αξιωματική Αντιπολίτευση. Συμφωνήσαμε, έτσι, σε μια γραμμή οριοθέτησης που εξυπηρετεί τα συμφέροντα αμφοτέρων».
Υπογραμμίζεται, ωστόσο, ότι η συμφωνία αναφέρει ρητά -και μάλιστα στο πρώτο άρθρο της- ότι τα δύο μέρη δεσμεύονται να συνεχίσουν τις διαπραγματεύσεις για τη συνέχιση της οριοθετικής γραμμής. Είναι, ταυτόχρονα, σημαντικό ότι αναγνωρίζει στα νησιά κυριαρχικά δικαιώματα και δικαιοδοσία σε όλες τις θαλάσσιες ζώνες. Και ασφαλώς τίποτα δεν εμποδίζει τη χώρα μας να επεκτείνει τα χωρικά της ύδατα στα 12 μίλια, όποτε το κρίνει σκόπιμο.
Οι σπασμωδικές αντιδράσεις της Τουρκίας συνιστούν την καλύτερη επιβεβαίωση της ορθότητας των επιλογών μας. Απέναντι στις προκλήσεις της απαντάμε με αποφασιστικότητά όπως έχει ήδη φανεί, όπου κι όπως χρειάστηκε. Και οι Ένοπλες Δυνάμεις μας βρίσκονται πάντα σε επιφυλακή. Όμως -όπως τόνισε ο Πρωθυπουργός στη Βουλή- όσο ισχυρή είναι η Ελλάδα στο πεδίο, άλλο τόσο αισθάνεται δυνατή και στο τραπέζι του διαλόγου. «Ο δρόμος της συνεννόησης για το ένα, ανοιχτό, εκκρεμές ζήτημα που έχουμε με την Τουρκία, αυτό της οριοθέτησης θαλασσίων ζωνών, στο Αιγαίο και την Ανατολική Μεσόγειο, μπορεί να ανοίξει και για την Άγκυρα. Υπό έναν όρο, όμως: Να σταματήσει αμέσως τις προκλήσεις. Έξι λέξεις, λοιπόν, αρκούν: «Σταματούν οι προκλήσεις, ξεκινούν οι συζητήσεις».
