Αυτός είναι ο τίτλος ισπανικού φιλμ με σενάριο τα γυρίσματα μιας ταινίας στην Βολιβία για τη συμπεριφορά των κατακτητών Ισπανών απέναντι στους ιθαγενείς την εποχή του Χριστόφορου Κολόμβου. Παράλληλα με τα γυρίσματα όμως ένας από τους πρωταγωνιστές συμμετέχει στις εξεγέρσεις ενάντια στην ιδιωτικοποίηση του νερού την οποία προωθεί η κυβέρνηση της Βολιβίας( όπως και έγινε τελικά πρίν λίγα χρόνια). Ο θεατής καλείται απλά να αντιληφθεί πως τελικά η δυτική αποικιοκρατία συνεχίζεται μέχρι σήμερα έστω και με διαφορετική μορφή.
Γιατί θυμήθηκα το συγκεκριμένο κινηματογραφικό έργο; Μα γιατί από χθές ζούμε το αποκορύφωμα της εμπορευματοποίησης του πλέον αναγκαίου δημόσιου αγαθού : του νερού. Το οποίο νερό, της Καλιφόρνια συγκεκριμένα, θα συμπεριληφθεί στη λίστα διαπραγματεύσης στο αμερικανικό χρηματιστήριο εμπορευμάτων, μαζί με τον χρυσό και το πετρέλαιο δηλαδή, με τα περίφημα προθεσμιακά συμβόλαια (πρόκειται ουσιαστικά για στοιχήματα σε μελλοντικές τιμές). Πρόθεση της διοίκησης του χρηματιστηρίου υποτίθεται ότι είναι η δημιουργία μιας ρευστής και διαφανής προθεσμιακής αγοράς που θα βοηθήσει τους χρήστες της να αντισταθμίσουν τον κίνδυνο μιας αύξησης των τιμών. Συγκεκριμένα αναφέρεται στο Euronews: ”Με σχεδόν τα δύο τρίτα του παγκόσμιου πληθυσμού να αναμένεται να αντιμετωπίσουν έλλειψη νερού έως το 2025, η λειψυδρία παρουσιάζει αυξανόμενο κίνδυνο για επιχειρήσεις και κοινότητες σε όλο τον κόσμο. Οι ειδικοί έχουν προειδοποιήσει ότι οι εντάσεις αυξάνονται ήδη λόγω αυτής της έλλειψης.Η ανάγκη για νερό πρέπει να εξισορροπηθεί μεταξύ του εφοδιασμού των σπιτιών, των ανθρώπων, της παραγωγής ενέργειας και της άρδευσης των καλλιεργειών. Εάν αυτό δεν είναι σωστά ισορροπημένο, ή οι προμήθειες εξαντληθούν, ενδέχεται οι πόλεμοι του νερού να γίνουν μια πραγματική πιθανότητα”
Οι λέξεις κλειδιά της χρηματιστηριακής ανακοίνωσης είναι οι εξής: έλλειψη, επιχειρήσεις, εντάσεις, αντιστάθμιση, πόλεμοι. Κατανοούμε όλοι τι σημαίνουν συμβολικά αυτές οι έννοιες. Όταν ”μιλούν” τα χρηματιστήρια, θα έλεγε ένας λακανικός ψυχαναλυτής, έχουμε τον Λόγο του Καπιταλιστή στο προσκήνιο. Ουσιαστικά έχουμε να κάνουμε με υπερεγωτικές προσταγές, με κανονιστικό λόγο που φετιχοποιεί το αντικείμενο- διακύβευμα. Και εδώ το διακύβευμα είναι η τιμή του δημόσιου αγαθού-του νερού. Η λέξη λοιπόν ”αντιστάθμιση” είναι υποτίθεται το κύριο σημαίνον της χρηματιστηριακής ρητορικής. Οι αγορές υποτίθεται οτι λειτουργούν ώστε να προστατεύουν τους κατόχους εμπορευμάτων απο τις επικίνδυνες διακυμάνσεις των τιμών. Και επειδή ο E. Fama στο Chicago Business School εφηύρε προ πολλών ετών την περίφημη θεωρία των αποτελεσματικών αγορών, έπρεπε, και πρέπει, τόσο οι φοιτητές/καθηγητές οικονομικών όσο και τα στελέχη στις αγορές να πιστεύουν έτσι απλά οτι οι τιμές στα ταμπλό πάντα είναι δίκαιες και πάντα αντικατοπτρίζουν την αλήθεια ως προς την αξία που διαπραγματεύεται ( σημ: Με αυτό τον τρόπο η αντιστάθμιση κινδύνου στις προθεσμιακές αγορές μοιάζει σαν να μην κινείται σε ένα αφηρημένο Φαντασιακό, ούτε καν στο Συμβολικό, αλλά στο Πραγματικό).
Αναρωτιέμαι πόσοι εξακολουθούν να πιστεύουν αυτά τα πράγματα. Πόσοι ακόμη ισχυρίζονται οτι οι αγορές είναι οντότητες που συμβάλλουν σε δίκαιες τιμές και σε εξισορρόπηση κινδύνων μέσω αντιστάθμισης ( πχ. Άραγε πότε είχαν δίκιο; Όταν το πετρέλαιο προ 12 ετών έφθασε τα 147 $ το βαρέλι ή προ λίγων μηνών όταν έφθασε στα -35$ το βαρέλι ! )
Αλλά το νερό είναι το θέμα μας και όχι η αποδόμηση της ορθόδοξης φιλοσοφίας περί αποτελεσματικότητας των αγορών. Έλλειψη, εντάσεις, πόλεμοι είναι τα σημαίνοντα, άρα η εισαγωγή του εμπορεύματος νερό στο ταμπλό του χρηματιστηρίου θα ”εξασφαλίσει” υποτίθεται την πολυπόθητη αντιστάθμιση κινδύνου για τους χρήστες άν έχουμε έλλειψη άρα άνοδο των τιμών. Έτσι θα αποφευχθούν και οι κοινωνικές εντάσεις και εξεγέρσεις (σημ: εδώ βλέπουμε την σχιζοειδή/παρανοϊκή λογική του παρασιτικού κεφαλαίου-να επιβάλλει κοινωνική ειρήνη μέσω της ψηφιακής μετακίνησης του ). Αλλά υπάρχει και μια λεπτομέρεια σαφέστατη στην ανακοίνωση που παρέθεσα: χρήστες νοούνται οι επιχειρήσεις και οι κοινότητες. Δηλαδή, τόσο η ιδιωτική ευρωπαϊκή επιχείρηση στην Βολιβία -όπου ιδιωτικοποιήθηκε το νερό- όσο και οι κοινότητες των φτωχών κατοίκων στην περιοχή όπου γυρίστηκε το φιλμ που σας ανέφερα στην αρχή. Εσείς τώρα τι πιστεύετε: ποιος από τους δύο θα αντισταθμίσει καλύτερα τον κίνδυνο ζημιών από πιθανή διακύμανση του νερού, αν αυτό διαπραγματευόταν πχ. στο χρηματιστήριο της Βολιβίας; Αμφιβάλλω αν καταλάβουν οι καημένοι χωρικοί τι σημαίνει παράγωγο και αντιστάθμιση (σημ: αλλά κάποιος που διαχειρίζεται το συνταξιοδοτικό τους ταμείο στο Mανχάταν της Ν Υόρκης ίσως και να επένδυε στο συγκεκριμένο προθεσμιακό προϊόν, θα μου πείτε…)
Εν μέσω λοιπόν παγκόσμιας ύφεσης λόγω της πανδημίας τα χρηματιστήρια γράφουν ιστορικά υψηλά, με το επιτόκιο του χρήματος να έχει μηδενιστεί και την ύφεση να καλπάζει. Σε αυτή λοιπόν την δεδομένη συγκυρία το νεράκι του θεού στην Καλιφόρνια ( κατ εξοχήν Πολιτεία με παράδοση στις ιδιωτικοποιήσεις), ένα δημόσιο αγαθό δηλαδή, γίνεται και επίσημα ιδιωτικό ”εμπόρευμα” και στοίχημα στο χρηματιστήριο. Αυτό σημαίνει ότι η τιμή του στα οικιακά και επαγγελματικά τιμολόγια θα εξαρτάται και απο την χρηματιστηριακή του διακύμανση- ή τις φήμες για έλλειψη πχ. Όπως οι τιμές των τροφίμων που συχνά-πυκνά εκτοξεύονται σε επίπεδα απαγορευτικά για τις φτωχές μάζες στην Αφρική και στις υπανάπτυκτες χώρες. Βλέπεται μεσολαβούν πολλοί από την τιμή στο ταμπλό μέχρι την τιμή στο πιάτο. Αυτό είναι το καλά κρυμμένο μυστικό του χρηματιστηριακού παίγνιου και του κερδοσκοπικού κεφαλαίου.
Καταλήγω: Ποιός εγγυάται την προστασία των καταναλωτών νερού στην Καλιφόρνια όταν οι τιμές εκτοξευθούν ; Μα τι ρωτάω τώρα! Το αόρατο χέρι της αγοράς φυσικά, που θα εξισορροπήσει τις τιμές μέσω της αντιστάθμισης του κινδύνου και των προθεσμιακών συμβολαίων. Και ποιος θα εκπροσωπήσει επάξια τους απλούς πολίτες/καταναλωτές σε αυτή την αναγκαία αντιστάθμιση; Εδώ η οικονομική επιστήμη καταθέτει την περίφημη θεωρία του Stiglitz περί ασύμμετρης πληροφόρησης των συμμετεχόντων στις αγορές ( σημ: η οποία ουσιαστικά ”αντισταθμίζει” την θεωρία των αποτελεσματικών αγορών. Όποιος τις έχει μελετήσει κατανοεί σε ποια κρύβεται η πραγματικότητα και σε ποια το Φαντασιακό και το Ιδεώδες). Το ερώτημα λοιπόν δεν είναι τίποτε άλλο παρά μόνο ποιο αγαθό της φύσης, μετά το νεράκι του Θεού, θα πάρει σειρά να αναρτηθεί στο ταμπλό του χάρτινου πλούτου( στο Λονδίνο, στην Ν.Υόρκη, στο Σικάγο, στην Σιγκαπούρη) και να διαπραγματεύεται δήθεν για να προστατεύει αυτόν που το καταναλώνει σε κάποιο χωριό της Λ. Αμερικής ή της υποσαχάριας Αφρικής…
