-Συγκροτείται στη ΓΓΑ η Εθνική Πλατφόρμα Αθλητικής
Ακεραιότητας με τη συμμετοχή των Εθνικής Αρχής Διαφάνειας,
Επιτροπής Εποπτείας Ελέγχου και Παιγνίων, Αθλητικού Εισαγγελέα
και Δίωξης Ηλεκτρονικού Εγκλήματος
Συνέντευξη Τύπου, εν όψει της συγκρότησης της Εθνικής Πλατφόρμας
Αθλητικής Ακεραιότητας (Ε.Π.ΑΘΛ.Α), σε εφαρμογή της Σύμβασης
Macolin του Συμβουλίου της Ευρώπης, για τους χειραγωγημένους αγώνες,
παρέθεσε ο Υφυπουργός Πολιτισμού και Αθλητισμού, Λευτέρης
Αυγενάκης.
«Είμαστε αποφασισμένοι και στην πρώτη γραμμή της μάχης απέναντι στη
χειραγώγηση των αγώνων. Υπάρχει η ισχυρή πολιτική βούληση και
δημιουργείται το πλαίσιο, η δομή σε Εθνικό, Ευρωπαϊκό και Παγκόσμιο
επίπεδο, που αποτελεσματικά και με θεσμικό τρόπο μπορεί να αντιμετωπίσει
το φαινόμενο αυτό. Η αντιμετώπιση της χειραγώγησης των αθλητικών
αγώνων είναι ένα ομαδικό άθλημα. Και για πρώτη φορά με την Ε.Π.ΑΘΛ.Α.
ενώνουν δυνάμεις όλοι οι αρμόδιοι φορείς και οι Αρχές του κράτους για να
προστατέψουμε τον αθλητισμό», τόνισε, μεταξύ άλλων, ο κ. Αυγενάκης
αναφερόμενος στη σπουδαιότητα της συγκεκριμένης αθλητικής
μεταρρύθμισης, απέναντι σ’ ένα παγκόσμιο φαινόμενο διαφθοράς που –
δυστυχώς- η Ελλάδα διακρίνεται.
Μάλιστα, υπογράμμισε ο Υφυπουργός Αθλητισμού ότι σε ότι αφορά στην
Σύμβαση Μακόλιν και στην υλοποίηση της Εθνικής Πλατφόρμας, η χώρα
μας –από τις μόλις επτά της Ευρώπης που την εφαρμόζουν- πρόλαβε
ακόμα και τις συστάσεις των FIFA/UEFA στην Ολιστική Μελέτη.
Με το σύνθημα «Ενώνουμε Δυνάμεις, Προστατεύουμε τον Αθλητισμό»
παρουσίασε τη λειτουργία και τις λεπτομέρειες της Ε.Π.ΑΘΛ.Α, ο
πρόεδρός της και Γενικός Γραμματέας Αθλητισμού, Γιώργος Μαυρωτάς.
Για τη χρησιμότητά της και, επιπλέον, στο πόσο πιο αποτελεσματικά θα
καταπολεμηθεί η χειραγώγηση αγώνων, τοποθετήθηκαν και τα μέλη της
Εθνικής Πλατφόρμας Αθλητικής Ακεραιότητας:
• Άγγελος Μπίνης, Διοικητής Εθνικής Αρχής Διαφάνειας,
• Ευάγγελος Καραγρηγορίου, Πρόεδρος της Επιτροπής Εποπτείας
και Ελέγχου Παιγνίων,
• Βασίλης Παπακώστας, Αστυνομικός Διευθυντής Διεύθυνσης
Δίωξης Ηλεκτρονικού Εγκλήματος,
ενώ λόγω έκτακτων υποχρεώσεων δεν παραβρέθηκε ο Αθλητικός
Εισαγγελέας της Εισαγγελίας Πρωτοδικών Αθηνών, Κωνσταντίνος
Σιμιτζόγλου.
Για την ωφελιμότητα της Ε.Π.ΑΘΛ.Α εκφράστηκαν οι Σπύρος Καπράλος
(πρόεδρος της Ελληνικής Ολυμπιακής Επιτροπής), Λεωνίδας
Μπουτσικάρης (πρόεδρος της Super League 1), Λεωνίδας Λεουτσάκος
(πρόεδρος της Super League 2 – Football League), Βαγγέλης
Γαλατσόπουλος (πρόεδρος του ΕΣΑΚΕ), Παντελής Ταρνατόρος
(πρόεδρος του ΕΣΑΠ) και οι εκπρόσωποι των Συνδέσμων Αθλητών
ποδοσφαίρου, μπάσκετ, βόλεϊ, πόλο και χάντμπολ, Γιώργος Μπαντής,
Ανδρέας Γλυνιαδάκης, Παναγιώτης Πελεκούδας, Γιάννης Φουντούλης και
Αθηνά Βασιλειάδου, αντίστοιχα.
Αναλυτικά, ο Υφυπουργός Πολιτισμού και Αθλητισμού, Λευτέρης
Αυγενάκης, είπε τα εξής:
«Δεν μπορώ να κρύψω την ικανοποίησή μου σήμερα, διότι ακριβώς πριν
από ένα χρόνο ψηφίζαμε στη Βουλή ένα τολμηρό νομοσχέδιο, τον νόμο
4639, τον πρώτο της αναγκαίας αθλητικής μεταρρύθμισης στον τόπο μας.
Όπως καλά γνωρίζετε ακολούθησε και ο 4726 προ διμήνου, ενδιάμεσα
περάσαμε κι άλλες σοβαρές διατάξεις και ήδη εργαζόμαστε πάνω στο 3ο
σχέδιο νόμου που συνεχίζει την προσπάθειά μας για νοικοκύρεμα του
αθλητικού τοπίου.
Το περσινό νομοσχέδιο, ωστόσο, ήταν εκείνο που έβαζε τα θεμέλια της τάξης
σε χρονίζοντα προβλήματα του ελληνικού αθλητισμού και βασικό κομμάτι
του ήταν η Κύρωση της Σύμβασης Μακόλιν.
Καταφέραμε, λοιπόν, σε ένα μόλις χρόνο από τότε, να κάνουμε όλα τα
απαραίτητα βήματα, μια πολύ απαιτητική δουλειά, για να πάρει «σάρκα και
οστά» και η Εθνική Πλατφόρμα Αθλητικής Ακεραιότητας, που απορρέει από
την Σύμβαση Μακόλιν του Συμβουλίου της Ευρώπης για τους
χειραγωγημένους αγώνες.
Ένα τόσο σπουδαίο και σημαντικό εργαλείο, που είχε υπογράψει η χώρα μας
από το 2014 και που έπρεπε να έχει κυρωθεί από τη Βουλή την αμέσως
επόμενη στιγμή, δυστυχώς παρέμενε σε κάποιο συρτάρι ανεκμετάλλευτο και
παροπλισμένο για πέντε χρόνια.
Η Ελλάδα ήταν από τις πρώτες χώρες που υπέγραψε τη Σύμβαση Μακόλιν
και είναι μία από τις πρώτες χώρες που κύρωσαν την Σύμβαση (μόλις τρεις
εντός Ευρωπαϊκής Ένωσης και συνολικά επτά σ’ όλη την Ευρώπη).
Το πρόβλημα των χειραγωγημένων αγώνων είναι υπαρκτό. Είναι μία από
τις μεγαλύτερες απειλές για τον αθλητισμό και τις αξίες που πρεσβεύει.
Δεν μπορούμε να το αγνοούμε ή να το βάζουμε κάτω από το χαλί. Η
Κυβέρνησή μας είναι αποφασισμένη να το αντιμετωπίσει δραστικά και
άμεσα.
Άλλωστε, η χειραγώγηση των αγώνων αποτελεί πρόκληση για το κράτος
δικαίου, διότι συνδέεται με την απάτη, το οργανωμένο έγκλημα και τη
διαφθορά.
Αποτελεί παράλληλα απειλή για το μέλλον του αθλητισμού ως κοινωνικής,
πολιτιστικής, οικονομικής και πολιτικής δραστηριότητας, που τίθεται υπό
αμφισβήτηση κάθε φορά που εγείρονται αμφιβολίες για την ακεραιότητα και
τις αρχές του.
Η εμπειρία των τελευταίων δεκαετιών έδειξε ότι στη μάχη απέναντι στη
χειραγώγηση των αθλητικών αγώνων το αθλητικό κίνημα δεν μπορεί να
ανταπεξέλθει μόνο του.
Λόγω του μεγέθους και των επεκτάσεων του προβλήματος, είναι αναγκαία η
συνεργασία των αθλητικών οργανισμών με κυβερνητικούς οργανισμούς που
ειδικεύονται σε αντίστοιχα θέματα.
Αυτό ακριβώς έρχεται να υλοποιήσει η Σύμβαση Macolin του Συμβουλίου
της Ευρώπης για τη χειραγώγηση των αθλητικών αγώνων. Να δημιουργήσει
εκείνο το πλαίσιο συνεργασίας και συντονισμού σε εθνικό και διεθνές
επίπεδο, ώστε η αντιμετώπιση της χειραγώγησης των αθλητικών αγώνων να
γίνει πιο αποτελεσματική.
Η Σύμβαση Macolin τέθηκε σε ισχύ από τον Σεπτέμβριο του 2019 και όπως
ανέφερα και προηγουμένως είμαστε μία από τις τρεις χώρες της Ευρωπαϊκής
Ένωσης και μία από τις επτά συνολικά χώρες της ηπείρου μας που έχουμε
κυρώσει προς το παρόν τη Σύμβαση Macolin, μαζί με την Πορτογαλία,
Νορβηγία, Ουκρανία, Μολδαβία, Ιταλία, Ελβετία.
Ο αθλητικός κόσμος χρειάζεται ένα ενιαίο πλαίσιο αντιμετώπισης της
χειραγώγησης των αγώνων. Μια δομή σε Εθνικό, Ευρωπαϊκό και
Παγκόσμιο επίπεδο. Υλοποιούμε την απαραίτητη θεσμική προστασία με τη
συνεργασία όλων των φορέων και των αρχών του κράτους για την
καταπολέμηση ενός παγκόσμιου φαινομένου που το αθλητικό κίνημα δεν
μπορεί να λύσει μόνο του.
Όπως γνωρίζετε, τις προηγούμενες ημέρες παραλάβαμε από την FIFA και
UEFA την ολιστική μελέτη για το Ελληνικό Ποδόσφαιρο. Η Κύρωση της
Σύμβασης Μακόλιν και η ενεργοποίηση της Εθνικής Πλατφόρμας ήταν μία
από τις ρυθμίσεις στις οποίες προλάβαμε την Ολιστική Μελέτη!
Αυτό καταδεικνύει ότι η Ελληνική Κυβέρνηση είναι αποφασισμένη να
αξιοποιήσει όλα τα διαθέσιμα μέσα για την αντιμετώπιση των
προσυνεννοημένων αγώνων.
Ας δούμε όμως στην πράξη τι αλλάζει. Τι καινούριο φέρνει η Κυβέρνηση
στον τομέα της αντιμετώπισης του match fixing.
Τι γινόταν έως τώρα;
Μέχρι σήμερα σε ότι αφορά τη χειραγώγηση αγώνων δεν υπήρχε κανένας
απολύτως μηχανισμός ελέγχου για κανένα απολύτως άθλημα.
Ο μόνος μηχανισμός που υπήρχε αφορούσε στο ποδόσφαιρο, ο οποίος ήταν
ένας αναποτελεσματικός και παντελώς αδύναμος μηχανισμός αξιοποίησης
στοιχείων. Και το υπογραμμίζω. Αφορούσε μόνο το ποδόσφαιρο. Κανένα
άλλο άθλημα.
Τι προέβλεπε αυτός ο μηχανισμός;
Τη συλλογή αναφορών συγκεκριμένης εταιρίας αναλύσεων που
συνεργάζεται με την UEFA (της Sportradar). Αυτές οι αναφορές
αποστέλλονταν στην ΕΠΟ και από εκεί διαβιβάζονταν στην Επιτροπή
Επαγγελματικού Αθλητισμού.
Στην συνέχεια, επειδή δεν υπήρχε ανάλογος μηχανισμός για τη συλλογή
περισσοτέρων στοιχείων και τη διασταύρωσή τους, κατέληγαν -που αλλού;-
στο αρχείο.
Στο σύνολό τους τα τελευταία χρόνια, κατέληγαν όλες οι αναφορές στο
αρχείο. Δηλαδή υπήρχε… ένας μηχανισμός αρχειοθέτησης!
Σημειώνω εδώ, πως από μόνες τους οι αναφορές αυτές δεν αρκούν για να
στοιχειοθετήσουν μια κατηγορία. Χρειάζεται ανάλυση, αξιολόγηση,
διερεύνηση για να αξιοποιηθούν.
Ο άλλος δρόμος, φυσικά, της ποινικής διερεύνησης, υπήρχε με αναφορές
στην Εισαγγελία και όλες τις υπόλοιπες χρονοβόρες διαδικασίες που
προβλέπονται από το νόμο, ο οποίος ωστόσο για να εφαρμοστεί απαιτεί
πλήρεις και πέραν πάσης αμφιβολίας αποδείξεις.
Η χειραγώγηση βέβαια των αθλητικών αγώνων δεν έχει να κάνει μόνο με το
στοίχημα.
• Χειραγώγηση μπορεί να έχουμε και σε ένα παιδικό, εφηβικό ή σχολικό
πρωτάθλημα, όταν διακυβεύονται μόρια για το Πανεπιστήμιο.
• Χειραγώγηση μπορεί να έχουμε όταν αλλοιώνονται ή δηλώνονται
ψευδώς στοιχεία για να αγωνιστεί ένας αθλητής ή αθλήτρια σε μια
κατηγορία.
• Χειραγώγηση είναι να χάσει μια ομάδα επίτηδες, για να επιλέξει
αντίπαλο για τη συνέχεια μιας διοργάνωσης.
• Το Συμβούλιο της Ευρώπης έχει φτιάξει ολόκληρη τυπολογία της
χειραγώγησης των αγώνων, όπου το στοίχημα είναι ένα μέρος.
Σημαντικό μεν, αλλά μέρος.
• Μάλιστα γνωρίζουμε ότι το 80% των περιπτώσεων χειραγώγησης έχει
οικονομικά – στοιχηματικά κίνητρα. Το 20% έχει μη στοιχηματικά –
οικονομικά κίνητρα, αλλά άλλου είδους προνόμια, όπως π.χ. μια
ευνοϊκή κλήρωση, μόρια για το πανεπιστήμιο κ.ο.κ.
Όλα αυτά αντιμετωπίζονται τώρα, με τον συντονισμό όλων των φορέων.
Τώρα πλέον με την ΕΠΑΘΛΑ αλλάζει το πλαίσιο. Όλες οι αναφορές και οι
καταγγελίες θα πηγαίνουν απευθείας στην ΕΠΑΘΛΑ προκειμένου να
αξιολογούνται και διερευνώνται ΑΜΕΣΑ.
Τι αλλάζει λοιπόν σε σχέση με το παρελθόν;
• Δημιουργείται μια δομή που λειτουργεί και συνεργάζεται σε Εθνικό,
Ευρωπαϊκό και Παγκόσμιο επίπεδο.
• Οργανώνεται η αντιμετώπιση της χειραγώγησης αγώνων με τη
δημιουργία της ΕΠΑΘΛΑ μιας επιτροπής που θα εδρεύει στη ΓΓΑ και
θα συμμετέχουν η Εθνική Αρχή Διαφάνειας, η Επιτροπή Εποπτείας
και Ελέγχου Παιγνίων, η Ελληνική Αστυνομία και ο Αθλητικός
Εισαγγελέας.
• Αυτός θα είναι ο στενός πυρήνας που θα αναπτύξει συνεργασία και
δημιουργήσει ομάδες εργασίας με την Ολυμπιακή Επιτροπή, τις
ενώσεις παικτών, τις ομοσπονδίες, τα πανεπιστήμια, τις
στοιχηματικές εταιρίες και άλλους φορείς για να αναπτύξει τις
διάφορες λειτουργίες του.
• Επιτυγχάνεται καλύτερος συντονισμός των εμπλεκομένων φορέων. Ο
καθένας ανάλογα με την ειδικότητά του. Η Εθνική Αρχή Διαφάνειας
στη διαχείριση των καταγγελιών, η ΓΓΑ βοηθάει στην εξειδίκευση στο
αθλητικό κομμάτι, η Επιτροπή Εποπτείας και Ελέγχου Παιγνίων στο
στοιχηματικό κομμάτι, η Αστυνομία στο κομμάτι της διερεύνησης και
ο Αθλητικός Εισαγγελέας στο κομμάτι της δίωξης (έχουμε
εκπροσώπους και από το ηλεκτρονικό έγκλημα και από την
οικονομική αστυνομία).
• Επιτυγχάνεται καλύτερη συνεργασία με το εξωτερικό (Δίκτυο
Εθνικών Πλατφορμών, ανταλλαγή πληροφοριών)
• Δίνεται ιδιαίτερη έμφαση στην εκπαίδευση και ευαισθητοποίηση των
πρωταγωνιστών σε συνεργασία με την Ολυμπιακή Επιτροπή, τις
ενώσεις παικτών.
• Εφαρμόζεται πιο συστηματικά το πλαίσιο της ΔΟΕ (κώδικας της ΔΟΕ
ενάντια στη χειραγώγηση αγώνων) για το πειθαρχικό κομμάτι της
χειραγώγησης σε συνεργασία με την ΕΟΕ και τις ομοσπονδίες.
Από την ενεργοποίηση της Εθνικής Πλατφόρμας ωφελούνται όχι μόνο οι
νόμιμες στοιχηματικές εταιρείες και κατ’ επέκταση η Πολιτεία. Είναι όλοι
εκείνοι που θέλουν ένα καθαρό παιχνίδι: οι ίδιοι αθλητές, οι φίλαθλοι και
στο τέλος οι ίδιες οι αξίες του αθλητισμού.
Πλέον το αθλητικό κίνημα έρχεται κοντά με τους αρμόδιους κρατικούς
φορείς.
Με το νέο έτος, η Εθνική Πλατφόρμα Αθλητικής Ακεραιότητας ξεκινά την
επιχειρησιακή λειτουργία της.
Σήμερα ανακοινώνουμε τον Κανονισμό Εσωτερικής Λειτουργίας της
«Εθνικής Πλατφόρμας Αθλητικής Ακεραιότητας».
Ο Γενικός Γραμματέας και Πρόεδρος της ΕΠΑΘΛΑ κ. Γιώργος Μαυρωτάς,
θα σας αναλύσει το περιεχόμενο του Κανονισμού.
Στην Ε.Π.ΑΘΛ.Α. που εδρεύει στη Γενική Γραμματεία Αθλητισμού,
συμμετέχουν:
• Ο Γενικός Γραμματέας Αθλητισμού, ως Πρόεδρος
• Ο Διοικητής της Εθνικής Αρχής Διαφάνειας (Ε.Α.Δ.)
• Ο Πρόεδρος της Επιτροπής Εποπτείας και Ελέγχου Παιγνίων
(Ε.Ε.Ε.Π.)
• Ο Αθλητικός Εισαγγελέας της Εισαγγελίας Πρωτοδικών Αθηνών
• Εκπρόσωπος της Ελληνικής Αστυνομίας (ΕΛ.ΑΣ.)
Κυρίες και Κύριοι, κλείνοντας, επαναλαμβάνω πως είμαστε στην πρώτη
γραμμή της μάχης απέναντι στη χειραγώγηση των αγώνων.
Ξέρουμε ότι υπάρχουν προβλήματα, αλλά πλέον υπάρχει η ισχυρή πολιτική
βούληση να δημιουργηθεί εκείνο το πλαίσιο που αποτελεσματικά μπορεί να
αντιμετωπίσει το φαινόμενο αυτό. Με θεσμικό τρόπο και όχι με
επικοινωνιακά πυροτεχνήματα.
Η αντιμετώπιση της χειραγώγησης των αθλητικών αγώνων είναι ένα
ομαδικό άθλημα.
Πρέπει όλοι να ενώσουμε δυνάμεις για να προστατέψουμε τον αθλητισμό.
Να έχουμε έναν αθλητισμό στηριγμένο σε αξίες και όχι διαβρωμένο από
ύποπτες οικονομικές συναλλαγές.
Μετά το doping, το match fixing είναι το νέο δηλητήριο στο σώμα του
αθλητισμού και θα πρέπει και γι’ αυτό να βρούμε ένα αποτελεσματικό
αντίδοτο.
Και είμαι σίγουρος ότι θα τα καταφέρουμε».
